Position and Salary

The Attorney General's Office is recruiting for a permanent full time Paralegal 3 in the Complex Litigation Division. This position may be located in Tumwater, Tacoma, or Seattle, Washington, and is represented by the Washington Federation of State Employees (WFSE).

Paralegal 3 Salary Range 59: $64,092 - $86,208 (thru 6/30/2024)

Paralegal 3 Salary Range 59: $66,012 - $88,800 (effective July 1, 2024)The base pay offered will take into account internal equity and may vary depending on the preferred candidate's job-related knowledge, skills, and experience.

The following stipends may apply based on position requirements:

  • Incumbents assigned to our Seattle office location receive an additional 5% King County Location Pay stipend.

  • Incumbents assigned to a position designated as requiring dual language skills will receive a 5% Dual Language Requirement Pay stipend.

Division Information

The Complex Litigation Division is comprised of 28 Attorneys, 25 Paralegals, 1 Administrative Office Manager, 1 Investigator, and 1 Legal Office Assistant.

The affirmative litigation in which members of the Complex Litigation Division may participate includes cases similar to Washington v. McKesson Corp. and Washington v. Johnson & Johnson, two of Washington's lawsuits related to the opioid epidemic; Washington v. Meta (Facebook), a campaign finance enforcement action against Meta/Facebook related to its political advertisements; Washington v. JUUL, a consumer protection lawsuit challenging the e-cigarette company's targeting of underage consumers; and innovative financial institution litigation focused on recovering the state unemployment benefits stolen during the pandemic.

The defensive litigation in which members of the Complex Litigation Division may participate includes cases defending the constitutionality of state statutes and class action litigation brought against state agencies. These cases may be similar to the many state and federal cases challenging the constitutionality of COVID-19-related emergency proclamations issued by Governor Inslee and the Legislature; Wahkiakum School District v. Washington, an action seeking to require funding of school building construction; and Mitchell v. Atkins, a challenge to the constitutionality of a voter-approved gun control initiative. The Division also fulfills a leading role for the Office in the enforcement of the tobacco Master Settlement Agreement.

What does a Paralegal 3 do?

This position has delegated responsibility for administrative supervision over COM Paralegals and is significantly involved in the training of COM Paralegals. This position will perform complex paralegal duties requiring a high degree of knowledge of legal concepts, issues, and research which, absent the paralegal, would be performed by an assistant attorney general.

Paralegal duties:

  • Initiate and compose formal discovery requests directed to plaintiff(s) and other parties. Review and prepare responses to formal discovery requests.

  • Manage voluminous discovery, including use of electronic discovery databases.

  • Analyze facts of cases; identify legal issues; develop rapport with, secure cooperation from, and interview potential fact and expert witnesses. Independently create comprehensive, concise computerized reports outlining the evidence to include the evaluation and analysis of the evidence for relevance, credibility, authenticity, and admissibility.

  • Identify possible witnesses and other possible sources of information and evidence; maintain contact with witnesses and clients.

  • Prepare for and participate at mediation and trial. Prepare and manage witnesses, documentary evidence, electronic exhibits, and demonstrative evidence.

  • Independently compose letters, draft pleadings and other documents for litigation; Conduct legal, medical, and other technical research for review by trial attorneys, including use of Westlaw and other resources.

  • Coordinate work with experts, including communications to retain experts, manage contracts, and securely provide records.

Supervisory duties:

  • Directs and is responsible for the hiring, evaluation, and supervision of paralegal staff, requiring a thorough understanding and implementation of civil service rules, and agency policies and procedures.

  • Responsible for paralegal staff assignment, workload distribution, and overseeing the work of other team paralegals in managing high-volume discovery projects.

  • Responsible for the professional development of paralegal staff, including researching, developing, and providing training.

  • Conduct regular meetings with team paralegals to review caseloads, legal issue, training needs, equipment needs, and personnel issues.

  • Evaluate paralegal work performance and timely complete the Professional Development Plan for paralegal staff.
