Duties

Work leader improves efficiency by passing on to other Painters and Maintenance Workers, instructions

received from the Painter Shop Supervisor.

Leads the repairs, maintenance and labor of the campus paint/move operations including painting

workmanship and techniques, spray equipment, surface preparation, use of solvents and casting agents, general moving/handling techniques, furniture construction and equipment/furniture protection, which includes the use of subordinate worker, equipment, facilities, and materials on a week-to-week and/or month-to-month basis.

The organizational Service structure is such that this position will be the 'Lead' for multi-occupational series shop/unit consisting of series 4201 Painters, series 4749 Maintenance Workers and series 3502- Laborers. The incumbent will work in close collaboration with the Painter Supervisor.

The incumbent serves to ensure deadlines, priorities, and work sequences, including planned work assignments from the supervisor meets the pre-determined schedule, methods, and policies.

Coordinates with the supervisor of the shop to determine the required number of workers needed to accomplish specific projects. The decision for the number of workers is ultimately that of the supervisor.

The incumbent informs the immediate supervisor of the need to revise work schedule or labor, when associated with task completion.

Work leader assist with the planning of overall leave schedule.

Lead provides technical guidance, coordination and review of trades and tasks. Any formal decision will need to be made through the shop supervisor.

Work leader assists the Painter supervisor by making timely decisions, readily understands complex issues and develops solutions that effectively address problems.

Duties include and are not limited to:

  • Work leader starts work by executing Supervisor's instructions in assigning the immediate tasks to

individual members of the work group.

  • Work leader also checks on work in progress, for compliance with procedures and regulations, and

makes sure deadlines and schedules are met.

  • The incumbent will use sound judgement to ensure work assignments are compliant with Supervisory

goals/objectives and meet scheduled timelines. Any deviance, the incumbent will be responsible to

bring it to the attention of the supervisor of the position.

  • Working along with other workers and setting the pace;

  • Demonstrating proper work methods;

  • Maintains a current knowledge, and answers questions from other workers on procedures, policies,

written instructions, and other directives.

  • Spot checks work in progress to ensure chain of supervision's intent is being met and conforms to

regulatory compliance.

  • Reviews work in association with VA Technical Information Library and relays information to

supervisor in case requirements are not being met.

  • Motivates team members to perform at their best; leverages the unique talents of others to enhance

organizational effectiveness. Provides constructive feedback and encouragement as appropriate.

  • Maintains high standards for working conditions and ensures a safe and healthful work environment

exists for all employees, by ensuring good housekeeping practices and adherence to proper safety

procedures.

  • Exercise safe practices, and assist the supervisor when they are conducting Safety meetings/

instructional sessions as required.

  • Reports progress and issues to the supervisor as well as the need for resources to overcome obstacles.

  • Work leader assists the Supervisor by making him/her aware of any issues that might be financially

impactful.

  • The incumbent assists the Supervisor by recommending process improvements in order to enhance

productivity and possible cost savings.

  • Provide feedback by answering questions of supervisor on overall work operations and problems;

determining training needs of subordinates through additional on-the-job training requirements for

individual employees

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/03/2024.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:

  • Ability to Lead or Supervise

  • Painting

  • Technical Practices (Theoretical, Precise, Artistic)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions: The Paint Leader prepares and coats surfaces from ladders, scaffolds, and platforms, and where the surfaces to be coated are in cramped and hard-to-reach places. This requires standing, stooping, bending, kneeling, climbing, and working in tiring and uncomfortable positions. The painting workers frequently lift, carry, and set up materials and equipment that weigh up to 10 pounds. Occasionally, they may handle materials and equipment that weigh 40 pounds and over.

The work is done inside and outside, and dirt, spray, and fumes are usually present. The Paint Leader is sometime required to prepare and coat surfaces outside in bad weather. Occasionally, may be required to wear protective equipment and clothing that are sometime heavy and uncomfortable. The Paint Leader is frequently exposed to the possibility of cuts and bruises and may occasionally be exposed to the possibility of broken bones.
