What You Will be Doing:

This position will manage and provide leadership for the Paid Leave Benefits section and management team. You will coordinate program plans, activities, and operations; improve operational policies and procedures for the section; manage contracts; provide oversight of Modernization collaboration for the section, the Benefits Eligibility unit, Investigations unit as well as other cross functional teams. Regular and ongoing engagement with external community leaders, interested parties, and other agencies. Lead process improvement, program performance monitoring, business process mapping, business process tracking, quality assurance, and serves as liaison to the Employment Department budget and Administrative and Business Services teams, all to assist the program staff to provide high quality, equity-focused service to customers. Serve as member of the Paid Leave Executive and Management teams to plan and develop strategic and operational goals and objectives for the program. Perform management and supervisory functions for the Paid Leave Program Benefits section. This position also carries out the agency's affirmative action, diversity, equity, and inclusion goals and responsibilities.

  • Preference may be given for the ability to read, write, speak English and one of the following languages: Russian, Spanish, Simplified Chinese or Traditional Chinese (written), and Cantonese or Mandarin (spoken), or Vietnamese.

  • Experience implementing technology systems and operational initiatives using project management techniques to ensure effective planning, staff adoption as well as effectively operationalizing laws or rules.

  • Experience managing in the areas of financial, budgeting, procurement and contracting, information technology, human resources, decision-making, planning, and program resources to meet the organization's mission.

Required Minimum Qualifications:

Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field.

Hybrid Remote Work Information:

Candidates may be approved for hybrid remote work, however, this position requires occasional weekly or monthly visits to the Salem Central Office.
