Class Summary

The Gwinnett County Department of Water Resources is a publicly-owned utility, committed to providing excellent water, wastewater and stormwater services at the best possible value to the citizens of Gwinnett County. The department is widely recognized for service excellence in the operation of 2 water production facilities, 3 water reclamation facilities and 226 pump stations. In addition, DWR maintains 3,667 miles of water lines, 2,654 miles of sewer lines and 1,325 miles of stormwater pipe. The Department of Water Resources takes pride in stewardship of the environmental resources entrusted to us and pledge to be responsible as we manage water as a limited, but renewable, resource.

$15.76 per hour, 15 to 20 hours per week, not to exceed 1,560 hours per year.

ESSENTIAL DUTIES:

  • Assist with development of communications materials for water conservation and protection

  • Write educational articles for newsletters and other publications, as well as social media posts. Assist with writing and design/layout for brochures and flyers using Microsoft Office and Adobe Creative Suite

  • Assist DWR staff with workshops and events including compiling registrations, preparing materials, coordinating attendee sign-in, and display set-up/break-down

  • Review and coordinate updates to the DWR website

  • Other duties as assigned

MINIMUM REQUIREMENTS:

  • Major in Communications, Journalism, or Public Relations

  • Available at least three weekdays per week between the hours of 8:00am and 5:00pm

  • Willingness to work occasional evenings and Saturdays

  • Moderate physical activity including stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling and the ability to lift 30 pounds

  • A valid driver's license and the ability to meet requirements to operate a Gwinnett County vehicle

OTHER REQUIREMENTS

  • Strong work or educational background and/or understanding of communications and public relations

  • Can quickly learn and confidently deliver new material

  • Well organized and dependable

  • Will represent Gwinnett County DWR with professionalism and courtesy

  • Comfortable with public speaking

We are seeking an experienced Safety Section Manager to lead and further develop and implement the Gwinnett County Department of Water Resources safety and security program. In this moderately visibility role, you will lead a team of field-based Safety professionals to help educate and ensure the consistent implementation of jobsite safety protocols, risk assessment programs, and ongoing program compliance. This position is Appointed, Grade 106. Essential Job Functions include: * Lead team of Safety professionals to ensure compliance with Federal, State, and Local and internal regulations and policies. * Develop the Safety and Security team vision, mission, values, goals to ensure employee engagement for successful implementation. * Develop effective safety and security programs, analyze performance data, and adjust programs as needed to foster a culture of continuous improvements. * Provide support to facilitate behavioral changes, risk reductions, and compliance with regulations and internal policies. * Implement subcontractor safety management program to include orientation, ongoing evaluation, and jobsite observations. * Coordinate the implementation of DWR safety initiatives including occupational safety, traffic/vehicle safety, and other safety related initiatives. * Develop predictive risk analysis program to identify hazards and provide preventative actions to mitigate potential health and safety concerns. * Determine appropriate Key Performance Indicators (KPIs) to track performance against targets and objectives. * Deploy safety, security, industrial hygiene, and environmental processes which demonstrate continuous improvement towards preventing accidents, eliminating hazards, and minimizing environmental impact. * Oversee inspections, audits, program assessments, and site reviews Minimum Qualifications: * Bachelor's Degree in Health and Safety, Construction Management, Industrial Hygiene, or closely related field; * Six years of progressively responsible experience related to the area of assignment, including two years' experience as a manager; * Or, and equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Preferred Qualifications: * Certification as a CSP, CIH, CPEA, or CHMM; * 6+ years of safety program compliance experience within the water and/or sewer industry, electric utilities, petrochemical or chemical plants, hydro-excavation, or civil construction. * 3+ years of leading teams of employees. * Exceptional leadership skills with the ability to motivate employees to achieve long term vision while adjusting to daily challenges. * Knowledge of hazards and safety plans surrounding trench excavation and confined space entry. * Prior exposure to waterworks distribution, sewer, and stormwater collection systems is a plus. * Ability to challenge, explain, and defend safety programs with diplomacy. * Excellent organizational skills with high level of attention to detail. * Outstanding verbal and written communication skills with strong interpersonal skills and ability to coach and train others.
