ATCO is seeking candidates interested in joining our Outside Plant (OSP) Telecom Engineering workforce. Training can be provided. We are looking for candidates who will report at customer location in Beaverton, OR, Monday through Thursday, and work remote from home on Friday.

The successful candidate will provide support to a Telecommunications Engineering Team as well as a variety of teams within ATCO and outside teams including construction contractors, subcontractors, and vendors. The candidate should have introductory or the ability to learn Engineering, CAD, Construction Practices, and technical skills. Planning, Detail Design, Project Management, Execution, and Troubleshooting Skills are desired.

The Telecom Outside Plant (OSP) Associate Engineer is responsible for fiber optic and copper route engineering, pole line and underground route field documentation, construction permits, prepare joint use documentation, project tracking, as-built documentation, and electronic records preparation in accordance with company policies, procedures, and quality standards, while meeting customer delivery requirements. Works with network planning, marketing, central office, facilities, scheduling, permitting, joint use, right-of-way and construction personnel to support growth, replacements, and upgrades of telecommunications plant facilities.

Essential Functions:

Telecommunications Outside Plant (OSP) Engineering/CAD

  • Develop and maintain in-depth knowledge of OSP engineering, construction and splicing related to Ziply Fiber's fiber optic network.

  • Learn to engineer and budget aerial, underground, and buried fiber optic cable and conduit routes.

  • Learn to produce work order construction drawings with clear notes on scope of fiber splicing and construction requirements and practices.

  • Work Order drawings will be used to apply for all applicable State, County and/or City Permits and Traffic Control Plans.

  • Identify all joint pole attachment requirements including notification and coordination with Power Companies and other Telecom and Cable Company pole users.

  • Maintain a safe working environment.

  • Ensure effective triage and escalations occur to appropriate individuals, teams, and organizations in a timely manner to ensure efficient resolution and to minimize customer impact.

  • Coordinate preparation and field strategies for deployment and evaluation. Develop and maintain relationships with project staff, members, vendors, and contractors.,

Engineering, Project Management, and Documentation

  • Respond to questions and inquiries, as appropriate, from the general public, developers, contractors, engineering professionals, utility, permit, governing authorities, and ATCO staff regarding outside plant engineering and residential and commercial development projects.

  • Assist in design additions, upgrades, repairs and enhancements to OSP infrastructure in coordination with contractors and other OSP staff.

  • Attend meetings and subsequent coordination activities with pole owners/utilities regarding make-ready submittals, design and construction requirements and activities.

  • Interpret and identify OSP buried underground and aerial telecommunications plant in records, on maps, and in the field with sufficient clarity and detail.

  • Prepare and maintain fiber assignments and records.

  • Collaborate with CAD/3-GIS personnel to review work prints required for the preparation of construction and as built drawings and review and finalize documentation.

  • Review and prepare fiber cable design and fiber counts and splicing drawings.

Required Qualifications

  • Strong work ethic and willingness to learn.

  • Desire to learn all aspects of Telecommunications Engineering, CAD and Systems

  • Must be attentive to detail, organized, able to and exhibit self-motivation.

  • Must possess good interpersonal skills relating to client personnel and the general public.

  • Must be self-motivated and work well within a team environment, with the ability to work independently.

  • Strong computer skills with emphasis on service request or construction tracking systems, Microsoft office applications, and Google suite.

  • Learn to work in all Telecom Systems used for project pricing, fiber count assignment records, CAD/GIS record posting, and construction work order print generation and milestone scheduling and handoff to Project Management and Construction resources.

  • Ability to use MS Office Suite, Pole Analysis Software, GPS Handheld Systems and other industry-related hardware and software.

  • Ability to develop strong customer service background, interpersonal communication and demonstrated organizational skills.

  • Ability to resolve problems following standard telecommunications electrical, engineering, construction and safety practices, using judgment within defined policies and guidelines, including NESC, NEC, OSHA requirements.

  • Maintain a high level of productivity, assuring timeframes are met for completing projects occurring simultaneously and track and generate status reporting.

  • Ability to successfully handle multiple priorities simultaneously.

  • Must possess a valid driver's license and safe driving record.

Additional Desired Qualifications

  • Prior experience reviewing blueprint plans, designs, and specifications of streets and other public or private facility projects to ensure compliance with current telecommunications facilities in accordance with industry practices, codes, regulations and ordinances.

  • Knowledge or ability to interpret CAD design drawings. Familiarity with GIS (Geographic Information Systems), ESRI and shape file functionality.

  • Knowledge of fiber optical networking hardware and standards.

  • Some Experience in the configuration and installation of DWDM and CWDM optical networks.

  • Ability to project manage outside parties to engineer and construct OSP facilities in an aerial, underground, or building environment.

  • Experience with conversion or import of redline or paper copies of telecommunication plant drawings and data into computer aided design (CAD), Graphical Information System (GIS) and/or Visio formats.

  • Skilled with ESRI ArcGIS, Autodesk AutoCAD, KMZ.

Education

  • High School diploma or equivalent

Desired

  • A bachelor's or associate degree in a relevant field of Engineering, Technical Field or IT
