The mission of the Office of the State Controller (OSC) is to protect the financial integrity of the State and promote accountability in an objective and efficient manner.

The foundational principles of the office are Integrity/Ethics, Objectivity and Accountability.  OSC's overall goals are to optimize operational execution, manage risk effectively and efficiently and foster a high-performance culture.  OSC will provide excellent customer service while achieving those goals. The State Controller is the State's Chief Fiscal Officer.  The Controller serves as an independent resource to protect the financial integrity of the State and to promote accountability in an objective and efficient manner through accounting, disbursing, payroll, internal control, eCommerce, and financial reporting systems.  The basis for the Controller's authority is statutory.

The primary purpose of the ERP HR-Payroll Production Support division is to maintain and support the Integrated HR-Payroll System, which is an enterprise system utilized by over 30 state agencies/entities across North Carolina and pays greater than 81,000 employees on both bi-weekly and monthly cycles.   The Functional Team is responsible for system functional design and configuration to meet the State's business requirements in the Organizational Management, Personnel Administration, Time Management, Payroll, Benefits, Financial, and Employee Self Service, Manager Self Service and Fiori/Mobile areas.   As additional functionality/enhancements are implemented in the system, this team will drive the process.

Key responsibilities include:

  •           Gathering Business Requirements

  •           Designing solutions, including BI reports and security role mapping

  •           Configuring the system to meet the requirements

  •           Developing Benefit processing rules

  •           Developing Functional Specifications for application modifications

  •            Testing (Unit, Integration, Security, User Acceptance)

  •           Review and approval of training materials

  •           Implementation & support

  •           System patching and upgrades

  •           Project management

Description of Work:

This is technical and analytical work requiring extensive knowledge to design, develop, and/or support the business logic within the enterprise SAP HR-Payroll system.  This position focuses heavily on Benefits configuration and processes.   This position is responsible for ensuring that the Benefits configuration adheres to the state's business requirements and policies and that highly complex issues which often impact employee pay are addressed in a timely manner. New functionality added or corrections to existing configuration require deep analytical work and the ability to understand and make modifications to the complex branches of logic within the configuration using proprietary SAP functions and language commands. This position focuses heavily on testing the configuration and processing logic before changes are implemented in a production environment.

This position works on the Functional Team and receives direction from the Functional Team Manager. The employee performs most duties in a self-directed fashion and is responsible for proactively planning and organizing individual workload, as well as workload for the entire Functional Benefits area.  This position manages projects of medium to high complexity and impact, often coordinating work efforts of other functional analysts, developers, and security analysts to ensure timely and successful project completion.  As a senior level analyst on the Functional Team, this position is also responsible for training and mentoring other analysts and participates in knowledge transfer efforts across the team.

The employee works in a team environment to understand business requirements, the configuration and customizations implemented, and the end-to-end HR-Payroll business processes of the Integrated HR-Payroll System. This position also performs System solution design, configuration, and testing; and provides support to BEST Shared Services Center, as needed.   This position also works closely with BEST Shared Services and agency representatives when introducing enhancements or changes into the production system.

  • Considerable knowledge of the State human resources and payroll business processes and procedures

  • Substantial knowledge of SAP HR and Payroll operations and the integration between the SAP modules

  • Demonstrated skills in gathering and documenting business requirements for system enhancements, performing fit/gap analysis, and writing functional specifications based on requirements.

  • Ability to analyze large data sets using query tools and spreadsheet applications

  • Demonstrated ability to follow the Systems Development Life Cycle (SDLC)

  • Ability to create and execute comprehensive test plans

  • Proven project management skills

  • Ability to communicate effectively with technical and non-technical audiences to promote understanding of relevant issues

  • Ability to facilitate and lead meetings and discussions with end-users, business owners, team members, and other stakeholders

  • Ability to proactively plan and organize workload, complete complex requests, and assist and/or direct other team members as needed

  • Ability to lead others and provide technical guidance and direction

  • Ability to make decisions considering conflicting facts and opinions, while considering the strategic objectives of the organization and mitigating risks

  • Ability to work in a self-directed environment

  • Strong organizational skills

  • Strong analytical and troubleshooting skills

Bachelor s degree in business administration, human resources, computer science, or any related field from an appropriately accredited institution, and four years of experience in business or HR consultation, process improvement or requirement gathering in an information technology or HRIS environment; or an equivalent combination of education and experience.
