We are seeking a senior-level Organizational Developer/Training & Education SME to join a team in support of the Department of Homeland Security's Office of Cybersecurity and Communications (CS&C), National Cybersecurity and Communications Integration Center (NCCIC), Cybersecurity. Training and Exercise Program. The National Cybersecurity Training and Exercise Program maintains state of the art nationallevel technical and security awareness training and exercise capabilities for the NCCIC's federal, State, local, tribal and territorial government partners, the private sector, international partners, and others. This high-profile individual contributor position will serve as the point person with senior leaders in DHS CS&C to stand up and support an organization-wide Cybersecurity Training, Education, and Exercise Division that supports professional development of the CS&C cybersecurity workforce, as well as the cybersecurity workforce of our Federal, State, local, tribal, territorial, and private sector partners. Organizational development, training, and education experience, personal initiative, and ability to work with little oversight are central to this position. Must have knowledge and experience in the federal arena, Cybersecurity, or IT environment.

US Citizenship is required. Must have an active interim Secret or Secret clearance.

The ideal candidate has experience with organizational development, training, and education. Specific activities include:

  • Organizational Development, Training & Education

  • Develops and implements organizational development strategies and best practices to strengthen the organization's capability.

  • Plans, designs, and integrates solutions to ensure the organization is equipped to meet its workforce and customer needs.

  • Conduct current and future state analyses to determine areas of development in organizational strategy, processes, systems, and policy.

  • Identifies and effectively utilizes appropriate data analysis techniques and professional acumen to identify the root cause of process issues that helps determine the most appropriate method for improving performance.

  • Analyze and help develop functional alignment of the organization.

  • Create options for organizing people and their work through structure, roles, and processes to optimize performance.

  • Facilitates, guides, advises leaders on change management, associate engagement, performance excellence, team effectiveness, organizational structure/design, governance, practices, strategies other areas that impact the productivity and achievement of goals.

  • Coordinate with senior managers in CS&C to identify training needs

  • Conduct organization-wide training needs assessment and identify skills or knowledge gaps that need to be addressed.

  • Develop programs and practices to identify developmental needs.

  • Map out annual training plans for management and cybersecurity career tracks

  • Assess instructional effectiveness and determine the impact of training on employee skills and KPIs

  • Research and recommend new training methods

  • Work well in an integrated contractor/federal team environment

DESIRED QUALIFICATIONS: BA or equivalent + 15 yrs related experience, or MA + 13 yrs related experience
