SALARY: 62,320.00 - 77,900.00 Salary USD

JOB SUMMARY:

Under general supervision, provides advanced level direction and strategic focus to the City's workforce programs by conducting targeted needs analyses of employee engagement programs. This position will proactively design and implement employee engagement and change management initiatives. This role will coordinate and facilitate City-wide and department specific workshops. This position must foster open communication through focus groups and surveying to identify key areas for Organizational Development to dedicate resources.

ESSENTIAL JOB FUNCTIONS:

Utilize effective change management techniques to implement standardized protocols for the following knowledge areas:

  • Pre-employment processes

  • Recruitment

  • Onboarding and New Hire Orientation

  • Rewards and Recognition

  • Employee Engagement and Experience

Utilizes multi-media resources, equipment, and programs to develop and deliver effective employee communications and learning resources, including, but not limited to:

  • Video production, infographics, podcasts, brochure, etc.

  • This position is responsible for the "publication presence" of Org Dev specifically, and Human Resources in general.

Researches and analyzes organizational trends on employee engagement and experience; makes recommendations to positively impact the workforce regarding Rewards and Recognition strategies as well as Employee Engagement initiatives. Conducts best practice analysis and the ability to utilize the data gathered to make recommendations.

Works with departmental stakeholders to identify, develop and deliver effective and relevant learning and engagement experiences.

Utilizes technology, relevant software, and video production equipment, to create engaging and informative communications material for each of the core areas of influence and responsibility:

  • City-wide talent acquisition standards

  • Employee Resource Groups

  • Engagement Surveys and related initiatives

  • Inclusivity initiatives

  • Process guidebooks and playbooks

Coordinates activities for Organizational Development programs to include:

  • City-wide engagement initiatives.

  • Pre-employment and On-boarding standards.

  • Rewards and recognition.

  • Change management.

  • Data analytics.

Develops, creates, and delivers effective, engaging, and immersive online/in-person presentations relevant to employee engagement and employee experience, including, but not limited to:

  • Implementation and Change Management information sessions.

  • Pre/post-program resources and materials, infographics, FAQ's, multi-media communications.

  • After action reports and SWOT analyses conversations with Department Heads or Division Leads.

Acts as the liaison for Employee Engagement and Employee Experience programs and communications.

Uses basic data analytics techniques after gathering, synthesizing, and condensing stakeholder input to provide key findings on engagement and organizational growth recommendations.

Utilizes basic project management techniques to coordinate and maintain a substantial catalog of events and program kick-offs. This also includes cyclical publication dates and perennial initiatives.

OTHER JOB FUNCTIONS:

Special project coordination as required related to course and scope of essential functions.

Creates highly tailored custom approaches to employee engagement / experience challenges posed by each department's unique needs. Specializes in employee engagement and change management integration into all areas of development planning. Administers City-wide Learning Management System (LMS).

MINIMUM QUALIFICATIONS:

Knowledge, Skills and Abilities Required:

  • Knowledge of office and administrative practices and procedures.

  • Knowledge of adult learning principles.

  • Knowledge of graphic design principles.

  • Knowledge of instructional design models.

  • Knowledge of learning management systems (LMS).

  • Knowledge of organizational development principles.

  • Knowledge of human resources best practices.

  • Knowledge of change management strategies.

  • Skill in using pc software including current Microsoft office suite of applications.

  • Skill in communicating professionally and tactfully with other city employees and the public by oral and written means.

  • Skill with organization and attention to detail.

  • Skill with graphic design for print and electronic delivery.

  • Skills with instructional design and development.

  • Skills with advanced analytics and data driven problem solving.

  • Ability to exercise discretion and independent judgment utilizing knowledge of the organization's policies.

  • Ability to work independently under general instructions.

  • Ability to perform a variety of physical skills including but not limited to filing, pulling, seeing, sorting, squatting, standing, stooping, twisting body, typing, walking, and writing.

  • Ability to operate a variety of office equipment including but not limited to pc, telephone, calculator, scanner, and copier.

  • Ability to prioritize deadlines and tasks.

  • Ability to learn new systems and procedures quickly.

  • Ability to plan, organize, monitor, and collaborate with internal and external stakeholders to accomplish unit objectives.

  • Ability to understand mathematical calculations involving fractions, percentages, and decimals.

  • Ability to work within a set schedule.

  • Ability to stay up to date on current trends in employee experience, employee engagement and change management.

Qualifying Education and Experience:

Bachelor's degree or master's degree in Organizational Development, Human Resources, Graphic Design, Communications / Marketing or related field. Three (3) to five (5) years of experience in Human Resources, Organizational Development, Communications / Marketing, or a related field. Two (2) to four (4) years of experience in: Designing and developing effective, engaging, and immersive online/in-person employee engagement experiences.

Preferred Education and Experience:

Master's degree in Organizational Development, Human Resources, Graphic Design, or related field. Experience with administering a Learning Management System (LMS). Experience with special project coordination and creating custom engagement solutions.
