Job Description:

The Oregon Health Authority (OHA), Public Health Division (PHD), Oregon Psilocybin Services in Portland, Oregon has a fantastic career opportunity for an Oregon Psilocybin Services Research Analyst (Research Analyst 3) to implement and support the ongoing administration of Senate Bill 303 data collection, de-identification of data, and Training program, Licensing, and Compliance (TLC) system enhancement to collect data.

This is a full-time, permanent position and is represented by a union. This recruitment may be used to establish a list of qualified candidates to fill current or future vacancies.

What will you do?

Senate Bill 303 directs Oregon Health Authority to require psilocybin service centers and psilocybin service facilitators licensed by authority to collect and report specified data and also requires an authority to collect and compile specified data and provide data to Oregon Health and Science University.

In this role, you will manage the OPS Data Dashboard, which includes the implementation of SB 303 data collection, reporting, and publishing of de-identified data. You will work on strategic planning research, evaluation, and implementation. You will also conduct scientific literature reviews and update additional research on psilocybin in various formats. Additionally, you will plan and coordinate modification of the OPS Training Program, Licensing, and Compliance (TLC) system for data reporting by licensees, develop procedures and forms for data collection, analyze and interpret the data collected, de-identify the data, report findings, and provide technical assistance to OPS section and licensees as appropriate. You will also manage Power BI reporting from TLC system data, including publishing reports on the OPS Data Dashboard, preparing data for public records requests, technical support to OPS section, and supporting the OPS Section Manager with data sets for legislative, media, and other requests.

Minimum Qualifications:

A Bachelor's Degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures, AND one year of experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.

Four years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.

Desired Attributes:

  • A broad understanding of community public relations and the ability to work amicably with a diversity of people and issues.

  • Experience in research analyses including developing research methodologies, procedures, and forms for data collection.

  • Experience recommending methodologies for data evaluations, conducting evaluations, and developing procedures for the evaluation of data.

  • Experience designing forms and sample surveys for research projects to collect raw data.

  • Experience interpreting and validating survey data and making recommendations for additional surveys.

  • Experience writing report generator language or using software packages to report the data.

  • Experience designing databases and writing programs to assist with assumptions and hypotheses based on research.

  • Experience reviewing, studying, and completing narrative summary reports for publications, including summary graphs and charts.

  • Experience explaining data trends.

  • Experience leading and coordinating major research projects or survey projects.

  • Proficient in MS Word, Excel, PowerPoint, SharePoint, data evaluation systems, and web editing technologies.

  • Demonstrate the ability to perform job duties with a health equity lens, identify complex, challenging, or unique internal and service delivery problems and issues, and communicate with partners, across agencies and with the public by representing the mission, vision, and goals.

Working Conditions: The work of this role may be conducted in a hybrid manner where most of the work may be performed remotely with full access to the needed operating systems and technology. There are times that work will need to be conducted onsite, at 800 NE Oregon Street, Portland, Oregon. Occasional travel may be expected, including travel outside of regular working hours. Must have a valid driver's license and an acceptable driving record. If no driver's license, must be able to provide an alternate method of transportation.

This position will regularly interact with stakeholders, partners, and members of the public by phone, email, virtually, or in person and may occasionally be exposed to difficult situations requiring diplomacy and de-escalation strategies.
