Job Description:

The Oregon Health Authority (OHA), Public Health Division (PHD), Oregon Psilocybin Services in Portland, Oregon has a fantastic career opportunity for a Licensing Program Manager (Public Health Supervisor 2) to manage, supervise and evaluate statutory and administrative rule licensure requirements for the production of psilocybin and the provision of psilocybin services in Oregon under ORS 475A.

This is a full-time, permanent, management services position and is not represented by a union. This recruitment may be used to establish a list of qualified candidates to fill current or future vacancies.

What will you do?

In this role, you will oversee the licensing program, support team members, conduct licensing review and approval tasks, and offer technical support to applicants and team members. Collaborating closely with the Oregon Psilocybin Services (OPS) Section Manager and OPS Compliance Manager, you will ensure seamless coordination between the licensing and compliance teams, while also ensuring that administrative rules align with program requirements. You will actively contribute to strategic planning efforts, develop, document, and evaluate policies, procedures, and processes, and assist the OPS Section Manager in managing programmatic budget and legislative, media, communications, and public records request functions related to licensing. Additionally, your responsibilities will include supervising and evaluating the statutory requirements for facilitator, service center, manufacturer, and laboratory licenses, worker permits, training program curriculum approvals, and change requests, as well as developing and supervising processes for the licensing team in line with organizational policies and directives. Emphasizing a health equity lens, you'll identify and address internal and service delivery challenges, interpret statutes, rules, and policies, and effectively communicate with agencies and with the public.

Minimum Qualifications:

Four years of leading, supervising, or managing experience related to public health or public administration which included experience in planning, organizing, managing, and knowledge of operations of public health programs, health licensing, and public health administration.

OR;

A bachelor's degree in public health, public administration, or closely related field, AND one year of leading, supervision, or managing experience related to public health or public administration which included experience in planning, organizing, managing, and knowledge of operations of public health programs, health licensing, and public health administration.

Desired Attributes:

  • Demonstrates the ability to make complex decisions daily, based on knowledge of Oregon Revised Statute (ORS), Oregon Administrative Rule (OAR), and organizational policy and procedure, while ensuring accountability and compliance within guiding rules and laws.

  • Experience monitoring program expenditures and revenues to assure fiscal responsibility and accountability, reviewing contracts or intergovernmental agreements as requested, and identifying potential resources and opportunities to address the goals and objectives of the program.

  • Experience developing, implementing, monitoring, and revising policies, procedures, and systems for licensing programs, including developing and implementing criteria and processes for the review, approval, and denial of license applications, examinations, and/or training programs.

  • Strong ability to manage a team, including human resource components such as hiring, employee development plans, annual reviews, and any disciplinary actions, as well as developing and maintaining a team-based approach to continuous systems and performance improvement of the unit through participatory management.

  • Demonstrate the ability to perform job duties with a health equity lens, identify complex, challenging, or unique internal and service delivery problems and issues, and communicate with partners, across agencies and with the public by representing the mission, vision, and goals.

  • Ability to ensure programs and services are high quality, well managed, responsive to the needs of individuals and organizations served, and delivered with respect and integrity.

  • Experience promoting health equity, addressing systemic health disparities, and collaborating with diverse, vulnerable, and underrepresented populations.

Working Conditions: The work of this role may be conducted in a hybrid manner where most of the work may be performed remotely with full access to the needed operating systems and technology. Some work will need to be conducted onsite, at 800 NE Oregon Street, Portland, Oregon, specifically to support licensing team members while they are on office rotation. Occasional travel may be expected, including travel outside of regular working hours. Must have a valid driver's license and an acceptable driving record. If no driver's license, must be able to provide an alternate method of transportation.

This position will regularly interact with stakeholders, partners, and members of the public by phone, email, virtually, or in person and may occasionally be exposed to difficult situations requiring diplomacy and de-escalation strategies.
