SENIOR CATEGORY MANAGER

Position Overview:

Reporting to the Director of Supply Chain, the Senior Category Manager is responsible for managing specific categories assigned in support of all programs. This individual will lead the purchasing strategy and execution in accordance with SSG's six stage Procurement process, while maintaining compliance with SSG and Corporate policies and procedures and all applicable government regulations.

Major direct purchase category areas that may be assigned include precision machine shop, optical component fabrication, and optical mechanical assemblies.

Specific responsibilities include:

  • Assists in early supplier involvement in product development and procures the required materials to support product development and product launches

  • Work with all of the business disciplines within L-3 SSG to assemble requirements documentation in support of major proposals, bids, and contract modifications

  • Prioritize Purchase Order placement based on need date

  • Ensure appropriate flow-downs and requirements are assembled

  • Work in planning the overall acquisition strategy; generating/implementing source selection competition plans; coordinating Requests for Information (RFI) in support of developing additional source lists

  • Prepare formal competitive Request for Proposals (RFP)

  • Lead evaluation of supplier proposals and best value source selection determination

  • Possess the ability to develop negotiation strategies and negotiate win-win solutions

  • Ensures procurement file documentation is compliant with L3 SSG policies and procedures and Government regulations.

  • Ensure Purchase Orders are executed and manage ECO and PO changes accordingly

  • Ensures supplier management plans are completed for critical suppliers

  • Must also ensure that purchased materials conform to drawing specifications; communicate and negotiate with management; ensure proper documentation of agreement/contracts and comply with applicable laws, agreements, and policies.

  • Manage to, and track, key Procurement performance measures that include PO placement cycle-time, supplier on-time delivery, supplier incoming quality, negotiated savings, and PO promise date maintenance.

  • Ensures completion of quarterly performance feedback and reviews with critical suppliers.

  • Good interpersonal skills with the ability to effectively communicate (verbally and in writing) to all levels of management.

  • Manage Purchase Orders to meet program need dates and ensure accurate promise dates

  • Routinely lead supplier visits and program / performance reviews

  • Maintain performance expectations with supply base and maintain strong relationships with supplier's management

  • Identify risks and develop risk mitigation strategies and/or corrective action plans

  • Act as the main focal point to the category supply base

  • Comprehend complex program and interdependencies and be able to provide clear consistent priorities to his/her suppliers

  • Manage several suppliers across multiple programs at any one time with the ability to multi-task and communicate on a daily basis for status reporting.

Qualifications:

  • A qualified candidate will have a Bachelor's degree in Business Administration. Supply Chain Management degree is a plus

  • Must have at least seven years' experience in aerospace/defense

  • Must have category or commodity management experience

  • Working knowledge of ITAR, FAR/DFARS, and CPSR

  • Strong planning, organizational, analytical, communication, and networking and leadership skills are required

  • Must have experience working and interfacing with Suppliers, Manufacturing, Inventory Management, Quality, and Engineering.

  • Ability to communicate issues, impacts, and corrective action plans to the program team.

  • The highest level of ethics and integrity are a must

  • Advanced computer skills with Microsoft Office to include Excel and PowerPoint. Working knowledge of Costpoint (or similar MRP system)

  • Must also have a proven track record of developing and maintaining strong relationships with suppliers and be accomplished at gaining commitment, using appropriate interpersonal styles and techniques to gain acceptance of ideas or plans

  • Must have exceptional decision making skills, strong analytical skills and be able to develop proactive solutions in a complex business environment. Must be able to cross boundaries and work effectively with all locations and functional groups to maximize spend leverage and ensure the appropriate drawings, specifications, and Statements of Work are identified

  • Six Sigma Green Belt and/or Black belt preferred
