The CSS Non Employee Staffing Office function has a centralized model in support of Citi's Non Employee Management Utility to deliver a best in class service to its clients. The Program utilizes a centralized Recruiting structure to engage staff augmentation contractor resources for the firm. The model facilitates speed to market and the ability to obtain top talent in the market place. In addition, cost savings are achieved through leveraging buying power, and risk is mitigated as a result of a consistent set of processes and procedures in alignment with Corporate Due Diligence requirements. The onboarding and off boarding of contractor resources is also centralized allowing for repeatable processes, which foster expedient cycle times. The streamlined process allows for resources to start their engagements within the required timeframes so there is no impact to project deliverables.

Role Outline/Job Summary

The CSS Non Employee Staffing Office is responsible for supporting all Business Units across Citi Technology and Non Technology. The Client Partner will have responsibility for supporting one of the sectors/Geographies including day to day recruitment.

Core Responsibilities:

  • Fulfillment of new contractor roles that are domestic staff augmentation in nature via utilization of preferred supplier community.

  • Client management to socialize the new engagement model, including approach and SLAs.

  • Development of strong partnerships with internal client base including Chiefs of Staff (COS) to ensure alignment with Program objectives

  • Implementation and ongoing management of Program to consolidate nonpreferred supplier community in order to achieve cost savings and streamline supply base

  • Renewals of existing contractor resources including end date and spend depletion management

  • Ensuring all requests for contractors are in alignment with Resource and Location Strategy

  • Responsible for accuracy and data integrity of contractor requests for approval

  • Responsible for ensuring Recruiting Support resources achieve 3 day cycle time for completion of onboarding (Due Diligence, IDs, Visa clearance, and Work Order finalization) for all resources (onshore and offshore)

  • Supplier management to ensure adherence to operating principles and quality levels from supply base including responsiveness and ability to deliver effectively

  • Ensure complete and accurate information/ data in sourcing system including bill rates, start dates, end dates, job description, manager information, etc.

  • Ensure all rate increase requests are accurately and comprehensively documented via the weekly template for management review and approval.


  • Bachelor's Degree or Equivalent work experience

  • 7 years in staffing industry, sell and buy side

  • 5 years of Recruiting/Sourcing experience on buy side within a financial services organization

  • 5 years' experience rolling out and executing within a centralized model


  • Strong organizational and detail oriented skills

  • Staffing Subject Matter Expert

  • Ability and experience working in a fast paced, high pressure environment

  • Ability to multi-task on a consistent basis

  • Supplier management experience with staff augmentation providers including day to day tactical management and strategic performance management

  • Strong problem solving capabilities

  • Experience with automated end-to-end sourcing tools including implementation and organizational change management

  • Excellent written and oral communication skills including solid presentation skills.

  • Dynamic, self-starter attitude, strong inter-personal skills and the ability to coach individuals through change processes

The Quantitative Risk and Stress Testing (QRS) group's objective is to provide analytics and analyses to colleagues within Risk as well as our partners across Citi. The Market Risk Analytics team is responsible for developing and maintaining market risk models used for both risk management and regulatory capital purpose. These models currently include Value-at-Risk (VaR), Stressed VaR (SVaR), Incremental Risk Charge (IRC) for trading book migration and default risk, and Comprehensive Risk Measure (CRM) for credit correlation trading. The team also maintains the Citi Market Risk Exposure Specification, which provides a set of consistent risk sensitivity measures across the firm. In performing the ongoing calibration of the market risk models, the team also specifies, collect, verify, and maintain historical time series of the market factors. In addition, the team mandate also includes obtaining approval on market risk models for Basel regulatory capital calculation, preparing Citi for future regulation changes (e.g. FRTB), as well as providing quantitative analysis and support to Market Risk Managers.
