DUTIES AND RESPONSIBILITIES:

This position is responsible for contract management activities within the Senior Community Service Employment Program (SCSEP) unit. This is a professional position that requires knowledge of Title V of the Older Americans Act, and corresponding Federal Regulations, Data Collection Handbooks, Training and Guidance Letters, and other program documents. The incumbent shall have good communication skills, strong analytical skills, and a basic understanding of financial records and mathematical formulas and should be able to perform the following duties:

  • Serves as a contract manager for designated contractor(s) by having a strong working knowledge of programmatic and budgetary expectations. Maintains accurate and up-to-date contract files and provides written and verbal technical assistance. Provides training to contractor(s) staff.

  • Reviews monthly performance, quarterly progress reports, management reports, and data quality reports to determine the achievement level and the quality of information entered into SCSEP's national data collection system by contractor(s). Monitors contractor(s) progress in achieving established performance and provides guidance and technical assistance as necessary. Prepares performance improvement plans for contractor as necessary.

  • Examines expenditure reports to assure effective and efficient utilization of funds and enter accurate data into the internal budget tracking system.

  • Facilitates Quality Assurance and Data Validation reviews, either on-site or via desk review, for contractor(s). Prepares detailed monitoring reports, which contain clearly stated observations, technical assistance provided, findings or areas of non-compliance, and require corrective actions.

  • Conducts visits to Host Agencies to evaluate the site. Conducts interviews (in-person, over the phone, or via email) with Host Agency supervisors to ensure participants are receiving necessary training and to discuss the contractor(s)'s programmatic management. Interview participants (in-person, over the phone, or via email) to evaluate their Community Service Assignment and their progress in the SCSEP.

  • Participates in Elder Opportunities, Livable Florida, and Department events to promote employing older workers. Provides presentations regarding the SCSEP, as requested.

  • Performs other responsibilities and special assignments as directed by the unit supervisor.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

  • The ability to work independently and communicate effectively, verbally and in writing.

  • The ability to work as a team player.

  • Proficiency in Microsoft Word, Excel, PowerPoint, Outlook, Internet Explorer (or other internet browsers), and related applications.

  • Capable of using basic office equipment, such as copier and fax machine. The ability to work with budgets, track grant expenditures, and knowledge of state government correspondence formats and procedures.

  • Knowledge of federal and state laws, including policies, procedures, and rules pertaining to the management, administration, and monitoring of contracts.

  • Knowledge of federal and state laws, including policies, procedures, and rules pertaining to the procurement and purchasing of contracted services. Maintain continuing professional education and training in the contracting process as deemed appropriate by the Department.

  • Ability to apply basic accounting principles.

  • Ability to understand, interpret, and apply laws, rules, regulations, policies, and procedures.

  • Ability to interpret auditing standards and principles.

  • Ability to review, analyze, and evaluate financial and performance data. Ability to communicate effectively with internal and external audiences. Ability to establish and maintain effective working relationships with others. Ability to effectively provide technical assistance to contractor(s). Knowledge of administrative principles & practices.

  • Knowledge of office procedures & practices.

  • Ability to utilize problem solving techniques.

  • Ability to plan, organize, and coordinate work assignments.

REQUIREMENTS:

  • Must have Florida Certified Contract Manager certification.

  • Ability to travel.

  • Strong leadership and organizational skills.

  • Good time-management skills.
