DUTIES AND RESPONSIBILITIES:

  • This is an analyst position within the Data Sciences team that helps support the Long-Term Care Ombudsman Program (LTCOP) with reporting needs.

  • Creates reports and data extracts for program representatives, federal and state agencies, policymakers and consumers;

  • Gathers reportable information from District and Regional managers and prepares the information for the National Ombudsman Reporting System (NORS);

  • Coordinates with the Department of Elder Affairs' Applications group for documentation on the system's functionality and development;

  • Coordinates the Ombudsman Program portion of the Summary of Programs and Services (SOPS) Manual in conjunction with the program's Community Program Manager and Department of Elder Affairs' staff;

  • Provide training to Ombudsman staff on OMIS and continuing training as a result of any changes made to the system;

  • Provides support to the State Trainer and others related to technical delivery of training material, including webinar assistance;

  • Creates staff and volunteer training manuals related to data issues;

  • Serves as the unit's liaison for internal and external customers for requests for data;

  • Mining data from primary, secondary, and tertiary sources, then reorganizing the data in a format that can be easily read by either human or machine;

  • Using statistical tools to interpret data sets, paying particular attention to trends and patterns that could be valuable for diagnostic and predictive analytics efforts;

  • Demonstrate the significance of work in the context of local, state, and national trends that impact both the Department and Health and Human Services sector;

  • Prepare reports and graphical presentations for executive leadership and other stakeholders that effectively communicate trends, patterns, and predictions using relevant data;

  • Create appropriate documentation that allows stakeholders to understand the steps of the data analysis process and duplicate or replicate the analysis if necessary;

  • Performs other duties as assigned;

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

  • Proficiency in data analysis and evaluation.

  • Proficiency in mathematical and statistical skills to help gather, measure, organize, and analyze data.

  • Experience locating data from external sources in response to ad hoc requests.

  • Knowledge of Microsoft Power BI, Alteryx, and similar business analytics/visualization tools (preferred)

  • Experience in utilizing SQL (Microsoft and Oracle), R, Python, and similar languages (preferred).

  • Proficient in Microsoft Office software.

  • Ability to organize complex data in business-centric and user-friendly formats for presentations and written materials.

  • Ability to demonstrate effective communication and interpersonal skills.

  • Ability to establish and maintain effective working relationships with others.

  • Ability to solicit and accept feedback and critique.

  • Ability to participate in knowledge sharing.

  • Ability to work both independently and collaborate on shared projects with others.

REQUIREMENTS:

  • A bachelor's degree from a college or university and three years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering, or administrative work.

  • A master's degree from a college or university can substitute for one year of the required experience.

  • Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.
