GDIT, an emerging leader in the background investigations industry, supports a large national background investigations (BI) program that provides investigative products and services to departments and agencies of the federal government. BIs are required to determine an individual's suitability for employment with the federal government, eligibility for access to classified information, assignment to or retention in positions with sensitive duties, or other designated duties requiring such investigations. The investigations often involve personal and intimate details of an individual's life and must be processed and conducted with tact and discretion. Information collected by the investigator as part of the BI is protected under the Privacy Act of 1974. The Office of Personnel Management, National Background Investigations Bureau (NBIB) provides investigative services and products for over 100 Federal agencies to use as the basis for suitability and security clearance determinations as required by Executive Orders and other rules and regulations. NBIB provides over 90% of the Governments background investigations, conducting over two million investigations a year. GDIT provides field investigative support to NBIB's Field Investigative Support program in safeguarding the nation by conducting nationwide background investigations on behalf of NBIB.

The Security Manager provides general security support for a multi-disciplined and complex organization under the supervision of the GDIT OPM-BICS Deputy Program Manager for Investigative Support. The Security Manager designs, develops and oversees the administration of security regulations and procedures for the GDIT OPM-BICS security team. The Security Manager leads a team of security professionals and ensure that security programs and procedures are adhered to in accordance with prevailing security rules and regulations and contractual requirements. This position is also responsible for the physical security of the Program Management Office. The primary responsibilities of this position include but are not limited to:

  • Provide strong leadership to a team of security professionals

  • Ensure security contractual requirements (i.e. monthly, quarterly client reports) are executed without error on or before stated deadlines

  • Oversee facility access (i.e. office alarm system, visitor log, visitor badging, etc.)

  • Implement personnel security requirements under NISPOM/JAFAN 6/4

  • Prepare DD 254s

  • Process program access requests (PARSs), execute program indoctrination agreements (PIAs); review SF 86s, JPAS, ICD and other customer vetting processes

  • Establish and maintain a close and productive relationship with the customer

  • Establish and maintain a liaison with corporate security team

  • Prioritize security team responsibilities and initiatives, and execute team functions accordingly

  • Develop and mentor team members as appropriate

  • Other duties as assigned

BASIC QUALIFICATIONS:

  • Bachelor's degree or equivalent combination of education and experience

  • Minimum of five (5) years of security experience (OPM-BICS security experience preferred)

  • Minimum of three (3) years of experience in supervising a team of security professionals

  • Experience in working with company security guidelines, policies and procedures; security systems and facility security

  • Proven leadership skills

  • Outstanding organizations skills

  • Superior verbal and written communication skills

  • Strong analytic and problem solving skills

  • Experience with Microsoft Office (Excel, PowerPoint, etc.)

  • OPM Favorable Determination or TS Clearance

OTHER QUALIFICATIONS:

  • Familiarity with ICDs 503 and 705

  • Knowledge of Risk Management implementation standards

  • Ability to operate in a demanding and fast paced environment

  • Ability to implement government security requirements for government and industry facilities accreditation and information systems certification and accreditation.
