CSRA, an emerging leader in the background investigations industry, is seeking individuals to provide investigative products and services. As a Quality Assurance/Oversight Analyst for Office of Personnel Management/National Background Investigation Bureau (OPM/NBIB), you will conduct comprehensive audits of record searches conducted by Field Investigators/Record Searchers to determine an individual's suitability for employment with the federal government, eligibility for access to classified information, assignment to or retention in positions with sensitive duties, or other designated duties requiring such investigations. You will review appropriate records to ensure accurate facts were obtained, so that the background, reputation, character, suitability, or qualifications of the subject under investigation are fully reported.

The position often involves personal and intimate details of an individual's life and must be processed and conducted with tact and discretion. Information collected is protected under the Privacy Act of 1974.

RESPONSIBILITIES

  • Assists in the full-field character investigations by auditing all required records obtained by Field Investigators/Record Searchers. Audits complex competitive qualification investigations on candidates for top federal administrative and executive positions. These audits must be completed on a high priority schedule.

  • Audits record checks designed to afford the subject of a suitability investigation a full opportunity to explain or comment on derogatory or discrepant information.

  • The Analyst principal responsibility is auditing obtained records that involve the subject (i.e. law enforcement, court, employment, education, etc.). Incumbent notes all pertinent facts and records, and notes any discrepancies as warranted, consistent with policies, procedures and instructions contained in the Investigator's Handbook.

REQUIREMENTS

  • Bachelor's degree from an accredited university or college; or an equivalent combination of education and experience.

  • Must be able to obtain a favorable suitability determination.

  • Ability to communicate effectively verbally and in writing; to balance and prioritize workloads, and understand and properly interpret policies and procedures regarding federal background investigations.

  • U.S. citizenship.

  • Must be self-motivated, disciplined and well organized.

  • Must be able to work in a team environment.

  • Must be able to perform research and analysis.

  • Good organization and planning skills.

  • Must have good interpersonal skills

  • Ability to work in a collaborative work environment.

  • Experience with Microsoft Office Suite, particularly Xcel and Power point.

  • Ability to navigate various databases.

  • Minimum one to three years OPM/NBIB background investigation experience.

Preferred

  • 5-10 years' of experience working OPM/NBIB background investigations.

  • Experience utilizing PIPS, FWS and RAL websites.

Information collected by the investigator as part of the BI is protected under the Privacy Act of 1974. The Office of Personnel Management, Federal Investigative Services (OPM-FIS) provides investigative products and services for over 100 Federal agencies to use as the basis for suitability and security clearance determinations as required by Executive Orders and other rules and regulations. OPM provides over 90% of the Government's background investigations, conducting over two million investigations a year. CSRA provides field investigative support to OPM's Field Investigative Support program in safeguarding the nation by conducting nationwide background investigations on behalf of OPM. Investigations oversight support staff make up the program integrity group. The responsibilities of the position include but are not limited to assisting the Integrity manager resolving client complaints, actions involving possible or substantiated investigator falsification or misconduct. Conduct record verification and source surveys. Work directly with investigative staff to resolve integrity rework cases.
