Operations Division

Under the direction of the Chief Operating Officer, the Operations Division operates, analyzes, maintains, and manages VTA's bus and rail transit system and facilities. It also oversees contracted shuttle and ADA paratransit services.

Operations consists of the Chief Operating Officer's Administrative unit

  • Operations Administration - as well as Bus & Rail Transit Operations, Special Event Service, Facilities Maintenance, Operations Analysis Reporting & Systems, and Regional Transportation Services.

Together, Operations comprises 14 functional units

  • Operations Administration; Bus & Rail Transit Operations; Service Management; Rail Maintenance; Bus Maintenance; Way, Power & Signal Maintenance; Facilities Maintenance; Maintenance Engineering; Warranty & Quality Assurance; Regional Transportation Services; and Operations Analysis, Reporting and Systems.

The Ideal Candidate

We're seeking a passionate and driven individual to focus on the workforce development and training of VTA's Mechanics and Operators as we roll out innovative changes to VTA's Bus and Light Rail systems.

Definition

Under direction, the Operations Training Manager plans, organizes, and manages assigned staff and activities within the Operations Division.

Distinguishing Characteristics

This non-represented management classification is responsible for managing units involved with one or more of the following areas: Leadership Development, Community Based Educational Partnerships; Bus and Light Rail Technical Training, Bus and Light Rail Maintenance Training, Non-Technical Operations Training, and other related operations development and training functions and activities. The incumbent is expected to work with a high degree of independence and carry out necessary activities without direction, except as new or unusual circumstances require. This classification has full managerial authority over assigned functional units and programs.

Essential Job Functions

Typical Tasks

  • Develops, implements, and directs training and employee development programs;

  • Ensures compliance with the Public Transportation Agency Safety Program as it pertains to Operations Training;

  • Plans and organizes a program for the instruction of new and re-instruction of veteran bus and light rail operators, maintenance personnel, and other VTA employees as needed, in the proper operation and maintenance of transit buses, light rail vehicles, non-revenue vehicles, and shop equipment in accordance with VTA's policies and procedures;

  • Functions as a resource, facilitator, or instructor, and participates in technical and non-technical training as needed;

  • Establishes, monitors, evaluates, and recommends objectives, goals, and methods of instruction for curriculum and lesson plans as well as their efficiency and cost effectiveness;

  • Assesses the effectiveness of training and development programs; assigns appropriate staffing and resources and directs and implements program improvements;

  • Selects, supervises, trains, motivates, assigns, evaluates, counsels, and disciplines staff;

  • Monitors developments and legislation related to assigned areas of responsibility; evaluates impact on operations training and recommends and implements policy and procedure improvements; ensures VTA compliance with mandated training requirements;

  • Oversees and participates in the development, administration, and monitoring of assigned program budgets, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate;

  • Represents operations training, talent management, and related programs to VTA's Executive Committee, other departments, and to outside agencies; coordinates assigned activities and programs with those of other departments and outside agencies and organizations;

  • Develops individualized and group training programs that address specific business needs related to new transit technologies;

  • Develops Requests for Proposal (RFP) and administers contracts; oversees performance of vendors and consultant firms;

  • Ensures compliance with VTA rules, policies and procedures and applies provisions of labor agreements; including those regarding equal employment opportunity, discrimination, and harassment prevention;

  • Ensures compliance with Department of Motor Vehicles, and Department of Transportation State and Federal laws, and the record keeping of training and medical certificates;

  • Prepares correspondence and reports with recommendations;

  • Participates as an active member of the VTA Bus Rules and Procedures Development (BRPD) committee and the VTA Rail Rules and Procedures Development (RRPD) committee;

  • Coordinates VTA's Bus/Light Rail Rodeo;

  • May serve as a member of the management team in meetings with collective bargaining groups;

  • Performs related duties as required.

Minimum Qualifications

Employment Standards

Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills, and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree including major coursework in public or business administration, human resources, or a related field, and extensive, increasingly responsible experience developing and administering employee training and development programs for a public or private sector organization.

Attainment of experience in a large public agency is preferred. Experience in a supervisory capacity over professional level staff is required.

Possession of a valid California Class C driver's license and the ability to qualify for and maintain a Class B license is required.
