Position Title: Operations Systems Manager (Software Implementation Lead)

Reports to: Associate Director of Operations Systems

Location: Employees in this role can work from our Boston, MA office, remotely within the U.S. or hybrid of these two options., Up to 30% international travel

Position Type: Full time

Department Profile:

The International Operations (IOps) team works in pragmatic solidarity with care delivery and university sites to ensure the reliable availability of the medications, supplies, equipment, dignified facilities, and operations systems required to deliver quality health care to those most in need. This scope of work includes international order management and administration, sourcing new items and identifying best pricing, overseeing US-based warehousing, managing international shipping and documentation, coordinating the customization and implementation of Partners In Health's (PIH) supply chain management software, designing reports, providing support for biomedical and facilities teams, and providing technical support.

General Responsibilities:

The Operations Systems Manager will be responsible for leading projects and providing technical support to improve the scope, uptake, and efficiency of processes and electronic systems used for supply chain and facility maintenance tasks at PIH country sites. Examples of the Operations Systems Manager's activities include software implementation, project management, process mapping, policy and training development, and other critical tasks to ensure PIH is continually improving data quality, staff capacity, and compliance with internal and external requirements to deliver high quality operations services. This person will work with a range of stakeholders to deliver this work, including organizational leaders, technical experts, supply chain and infrastructure staff, and vendors and donors as needed.

Specific Responsibilities:

Electronic Systems Implementation and Optimization (40%)

  • Lead implementations of International Operations software solutions, including OpenBoxes logistics management information system (LMIS), Upkeep computerized maintenance management software (CMMS), and integrations with MS Serenic financial system.

  • Develop and maintain operations software best practices; document procedures, processes, standards, and configuration settings.

  • Monitor system usage and data quality, diagnose data quality issues, and lead quality improvement and training initiatives.

  • Identify gaps in functionality and work with OpenBoxes product manager to enhance OpenBoxes features.

  • Act as a subject matter expert and solutions architect for assigned technologies.

Project Management and Process Improvement (35%)

  • Work with International Operations team members to document existing processes and suggest process modifications.

  • According to organizational priorities, create annual and multi-year roadmaps for key operations projects.

  • Develop and implement project plans in collaboration with site teams, including budget creation and post-implementation support.

  • Facilitate cross-site sharing of standard operating procedures and policies; develop and socialize new standards when needed.

  • Research and engage with partners to facilitate PIH's desired operational improvements, including contributing to the development of funding proposals and/or reports.

  • Assist with technical assistance projects at non-PIH sites when needed.

Staff Development (25%)

  • Provide mentorship and coaching to operations colleagues based at other sites.

  • Proactively identify and create plans to address capacity gaps.

  • Supervise team members on the Operations Systems team; ensure staff have clear responsibilities and help manage workloads, identify and remove obstacles to achieving goals, and help individuals achieve their personal and professional goals.

Qualifications:

  • Required:

  • 6-8 years relevant experience

  • Proven experience leading process improvements and generating stakeholder buy-in

  • Proven experience managing software implementations and/or high-priority projects with a wide range of stakeholders

  • Knowledge of and experience with full project management lifecycle, including addressing change management and business process improvement.

  • Proven ability to learn new systems/processes quickly

  • Ability to work well with a diverse team, honoring the concerns and priorities of field-based staff

  • Strong oral and written communication skills; ability to identify, clarify, and negotiate competing viewpoints.

  • Experience providing management oversight to one or more staff.

  • Ability and willingness to travel internationally

  • Experience living or working in a developing country

  • Interest in social justice

  • Preferred:

  • Demonstrated technical expertise in at least one operations function (I.e. procurement, logistics, maintenance, etc.)

  • Experience with curriculum development and adult learning

  • Experience working with or implementing information systems related to project management, supply chain or maintenance work (i.e. Enterprise Resource Planning (ERP), LMIS, CMMS)

  • Proficiency in French, Haitian Creole, and/or Spanish

The pay range for this position at commencement of employment is expected to be between $70,000 and $90,000/year. The starting salary offered may vary depending on multiple individualized factors, including market for the position, job-related knowledge, skills and experience.

Subject to the terms and conditions of the applicable plans then in effect, eligible employees may enroll in a 401(k) plan with employer match, as well as participate in organization-sponsored medical, dental, vision, short-term and long-term disability insurance, and basic life insurance plans for the employee and the employee's eligible dependents. Full time employees will receive 15 days of vacation, 12 sick days, 3 personal days, and 3 volunteer days in addition to paid time off during the week between Christmas and New Year's Day, the week of July 4th, and 11 additional holidays annually.
