QUALIFICATIONS

REQUIRED:

  • A Bachelors Degree in Behavioral Sciences and two years experience or high school diploma and four years in the Pre-Release field or related course work.

  • The ability to relate with offenders in firm, empathetic fashion.

  • Supervisory experience.

  • Good writing and verbal skills and the ability to type 40 words per minute.

  • Experience and demonstrated ability in records management.

  • Basic computer skills and knowledge of MS Office programs.

  • A current, valid Montana driver's license.

PREFERRED:

  • Working experience in a correctional system.

  • Direct public relations experience.

  • Experience working with clients who have drug and alcohol related history.

SALARY AND BENEFITS

The current starting salary for the position is $29.00 per hour, although consideration will be given the successful candidate's experience and educational background.

Permanent full-time employees of Alternatives, Inc. are entitled to sick leave, vacation leave, individual health insurance, and retirement benefits. Alternatives, Inc. participates in the State Workers Compensation and Unemployment Insurance plans.

Permanent part-time employees are entitled to a pro-rata share of benefits based on the percentage of full-time hours worked (full-time = 40 hours per week).

DUTIES AND RESPONSIBILITIES

General Overview:

The Operations Supervisor is directly accountable to the Director of designated facility.

The OPS shall have overall responsibility for monitoring, delegating, coordinating, and documentation of all security functions with Alternatives, Inc. residential program including urinalysis testing, agenda checks, Home Confinement checks, etc. In so doing, he/she shall work toward fostering mature, professional growth among CA staff members and motivating them to adhere to SOPs and provide firm, fair, and consistent security services in a team setting which is supportive of a crime-free lifestyle.

The OPS must be able to organize, manage time effectively, and keep records orderly and up to date. The OPS must exhibit skills necessary in dealing with a subordinate staff by assuming a positive attitude and holding the staff accountable to their job descriptions.

General Requirements:

  • All employees of Alternatives, Inc. are responsible for reading and complying with standards and procedures in the following documents:

Specific Duties:

  • Ensure that weekly CA and CA In-Charge team meetings occur and that minutes are kept.

  • Ensure training for new CAs and advancement requirements for established CA staff occur in coordination with the Leadership & Development Specialist, HR Training Specialist, CHRO and Facility Director.

  • Ensure 24-hour mandatory minimum staffing and provide CA staff with advance notice of scheduling and overtime. Ensure that mandatory minimum staffing requirements are met prior to approving requests for PTO.

  • Participate in the on-call rotation as assigned.

  • Oversee that a regular schedule of transportation for self-help meetings and transported shopping is maintained for offenders.

  • Ensure that security procedures meet set standards by reviewing the security activities in the following areas to ensure that a deterrent atmosphere is maintained in the Center: alco-sensors, urinalysis collection, pat downs, agenda checks, vehicle searches, headcounts, walk throughs, and cell phone searches.

  • Shall work cooperatively with the UA Lab Supervisor to ensure all UA records are maintained and compliant with related State and Federal storage, collection, reporting, and security mandates.

  • Regularly audit and/or delegate responsibility in the following security areas: resident pass/sign-out procedures, resident agendas/sign-out procedures, medication monitoring, transitional living and home confinement security.

  • Ensure that submitted Federal residential pass locations are inspected within a weeks time. Notify COO/Director and Federal Case Manager if unable to complete.

  • Monitor key control by the Client Advisor (CA) staff. This includes ensuring regular inventory of resident keys and staff key rings, consistent sign-outs of staff key rings, and identification and correction of any key problems.

  • Review the shift leader reports daily and note any further action taken prior to closing them out.

  • Ensure radios are charged and ready for use at all times and cameras are in working order.

  • Work with the Emergency/Safety Planner and PREA Coordinator to provide scenario based trainings in Emergency Response and Critical Incident situations.

  • Ensure that fire drills are conducted on at least a monthly basis and that evacuation requirements are met.

  • Review and approve resident 48-hour pass requests and any exceptions to the federal curfew. Approval of the 48-hour pass requests may be delegated by the OS.

  • Review and approve all visitor applications, offender room changes, and requests for incoming resident property.

  • Responsible for reviewing procedures used in jail placements and escapes and provide instruction to staff for possible improvements.

  • Regularly monitor and/or delegate review of facility camera, alarm, and security door systems to ensure proper function.

  • Ensure arrangements are in place for offenders from all programs to medical care providers as needed.

  • Delegate monitoring, inspecting, and shipping of all resident property released from the facility.

  • Approve DOC travel permits and transitional living visitors lists prior to them being forwarded to the Department of Corrections.

  • Administer the Class III disciplinary system and delegate Class III investigations/hearings as needed. Review/approve all incident reports in all programs.

  • Mediate grievances which involve the CA staff as designated by the Compliance Officer.

  • Serve as a member of the Screening Committee.

Supervisory Duties:

Supervise assigned staff during the course of their duties:

  • Responsible for the overall direction, coordination, and evaluation of work units, including daily operations.

  • Carry out supervisory responsibilities in accordance with Agency policy and applicable law.

  • Plan and direct work, ensuring that work schedules are adhered to and assign specific duties to subordinate staff.

  • Interview, hire, onboard, and provide training to assigned employees. Conduct staff evaluations, job performance management (including coaching/counseling), and corrective action.

  • Ensure appropriate staff training is provided. Schedule and conduct regular (weekly) unit team meetings.

  • Demonstrate effective management of a team toward achievement of goals, including appraising performance, rewarding and disciplining employees, addressing complaints, and resolving problems.

Other:

  • The OPS is responsible for informing their supervisor of significant developments related to Alternatives, Inc. Such issues are to be reported expediently, based on his/her assessment of the importance of the issue. Examples include:

  • Any resident/client involvement in the legal system or in violation of program rules and regulations.

  • Threats of legal action.

  • Public Relations problems.

  • Resident/client complaints.

  • Fraternization issues.

  • Medical incidents/accidents.

  • Repair requirements on van or facility.

  • Schedule changes, leave requests, reporting in sick and any unauthorized departures from the office.

  • Any suspected or confirmed violation of agency rules by clients

  • The OPS is expected to report to his/her supervisor in an expedient fashion all areas of noncompliance with program procedures, along with suggested remedial plans or interventions.

  • The OPS is expected to be flexible in assuming new duties and schedule changes. He/she is to be creative in establishing or modifying program operation procedures, and obtaining approval of the appropriate authority previous to implementation.

  • Assume all other duties as assigned.
