TITLE: Operations Specialist, DAI Headquarters

SUMMARY OF OPPORTUNITY:
The Operations Specialist is responsible for overseeing the personnel, administrative, and training
requirements of all instructors assigned to the IPS instructor group. In the absence of the
Director, they are responsible for the management of the JROTC program and are tasked to
maintain effective working relationships with Army, District, and school authorities.
WHAT YOU'LL DO:
The following outlines what your core duties and responsibilities will be for this position and
provides a sample overview of what your day-to-day may look like.
Core Duties and Responsibilities
● Monitor and administer all suspense items and reports due from units in accordance unit
SOP.
● Assist the SAI manage and conduct the JROTC unit according to school rules, regulations
and customs.
● Maintain effective working relationship with SAIs, AIs, and school officials, and coordinate
with Army officials, District authorities, school faculties and participating students
(cadets).
● Represent the Director in his or her absence in matters pertaining to the Department of
the Army and JROTC, as required. Serve as an advocate for JROTC on the State level.
● Enforce procedures relating to the administration, control, and instruction of JROTC
cadets.
● Assist the SAI in conducting a public affairs program in the local area among school and
community officials, civic groups, parent-teacher groups, and other individuals or groups,
designed to further the understanding of the JROTC unit, the school, and the Army.
● Monitor, implement, sustain, and track a professional development program for all
assigned JROTC instructors.
● Implement the plan for evaluation of the JROTC units through an active
visitation/inspection program.
● Ensure the JROTC areas are neat and orderly and all sensitive items are secured.
● Maintain accountability of all Army and school equipment provided to the Director of
Army Instruction office in accordance with applicable Army regulations and District
directives.
● Perform other specified duties listed in the current edition of paragraph 4-10 of Cadet
Command Regulation 145-2.
● Monitor instructors to ensure they equally share teaching responsibilities.
● Serve as Operations NCO/Officer of the Indiana State Junior ROTC Cadet Leadership
Challenge (JCLC) when the DAI is appointed by Commander, 7 th Brigade, U.S. Army Cadet
Command to serve as Commandant.
● Monitor personnel status in all JROTC programs and institute measures to identify and
hire qualified replacements on an as needed basis.
● Plan, implement, and supervise an active integrated curricular activities program (e.g.,
after school activities) at each JROTC program. Host internal and external competitions in
related activities (e.g., drill, marksmanship, Raiders, etc.).
● Maintain certification by attending required refresher training in accordance with current
guidance from Cadet Command to include annual Ethics, Marksmanship, and Government
Purchase Card related training. Attend basic and advanced JROTC School of Cadet
Command (JSOCC) as required.
● Attain and maintain license to drive an IPS mini bus to assist in the transport JROTC cadets
to events if needed. Recommend attaining and maintaining a CDL to drive an IPS full size
bus to support JROTC missions such as JCLC if needed.

"Day In the Life" Overview
On a regular day, as the Operations Specialist, you might:
● Manage program suspense, requirements, and daily operations.
● Interpret and manage instructor qualification requirements, both Military and
Educational.
● Assist the DAI in the planning, preparing, and conduct of extra-curricular events held by
the DAI office for IPS and regional JROTC competition teams such as Rifle meets, Drill
Meets, Raiders competitions, and more.
● Assist the DAI in developing and presenting Personal Development Programs for JROTC
staff and instructors.
● Assist the DAI in responding to community stakeholder's desires and requests of JROTC
Programs.
● Respond to questions and concerns from teachers, administrators and students.

EDUCATION, CERTIFICATION, AND LICENSURE REQUIREMENTS
● Bachelor's degree from an accredited institution
● Retired for three years or less from the U.S. Army in grades E-6 thru E-9, CW3 thru CW5,
or O3 thru O5, and be receiving retired pay and have been discharged under honorable
conditions
● Have a military and civil record that reflects a high degree of efficiency and effectiveness
and conduct that is above reproach. Have no record of convictions by court martial and no
record of civil convictions except for minor traffic offenses.
● Must meet all instructor eligibility requirements contained in Cadet Command Regulation
(CCR) 145-2; and must have been certified to perform duties as AI by the U.S. Army Cadet
Command (USACC).Be certified by US Army Cadet Command as a JROTC instructor and
have at least one years' experience as a Senior Army Instructor or Army Instructor
(experience in IPS is preferred).
● Meet retention medical fitness standards as prescribed in Appendix P, CCR 145-2.
● Undergo a five-year background investigation, and submit to subsequent investigations
every five years to retain position of trust. Current U.S. Army Cadet Command Instructor
Certification to include a favorable Child Care National Agency Investigation (CNACI)
background check.
● Be a citizen of the United States.
