The selectee for this position will serve as a OPERATIONS RESEARCH ANALYST for the DEPARTMENT OF THENAVY.

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

This public notice announcement is for anticipated vacancies to be filled under the Expedited Hiring Authority (EHA) for acquisition positions located at Department of Navy installations identified in this public notice. Positions may be filled as permanent, term, or temporary with a full-time or part-time work schedule.

Pay will vary by geographic location. There may or may not be actual/projected vacancies at the time you submit your application. As such, Notices of Results (NORs) may or may not be sent to applicants who apply to this announcement. Vacancies filled from this announcement may be filled at any grade level listed and in equivalent pay systems (e.g., NH, NJ, NK, etc.). Selectees may be appointed to a position with promotion potential (e.g. selected at the GS-5 grade with potential to the GS-11). If selected below the full performance level, incumbent may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Responsibilities

Duties and responsibilities vary and increase according to grade level. Successful selectees will perform duties such as:

  • Performing scientific work that involves designing, developing, and adapting mathematical, statistical, econometric, and other scientific methods and techniques.

  • Analyzing management problems and providing advice and insight about the probable effects of alternative solutions to these problems.

Positions may be subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Positions may be eligible for part time, full time or ad-hoc telework at the discretion of management.

Travel Required

Occasional travel - Travel requirements will vary. Travel from normal duty station to CONUS and OCONUS may be required and may include remote or isolated sites. Travel may be on military and commercial aircraft for extended periods of time.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Senior level positions may be designated as CAP with further designation as a Key Leadership Position (KLP). As a KLP, the selectee will be required to sign a Tenure Agreement which requests the selectee to remain in this position for a designated period of time, generally 3-4 years.

Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Positions that are supervisory/ managerial require that first time supervisors/managers complete a one-year trial/probationary period if not previously completed in a competitive or other excepted service position. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. The selectee will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a bachelor's or higher degree in operations research.

OR

Successful completion of a bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours are in calculus.

GS-05: Your resume must demonstrate that you have successfully completed a bachelor's or higher degree in operations research OR you have successfully completed a bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours are in calculus.

GS-07: Your resume must also demonstrate that you have successfully completed one full year of graduate level education OR you have have successfully completed a bachelor's degree with superior academic achievement OR you have at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a Professional Scientist assisting with mathematical, statistical or scientific analysis of data in support of operations OR you have a combination of education and experience that equates to one year of experience.

GS-09: Your resume must also demonstrate that you have successfully completed a master's or equivalent graduate degree OR have successfully completed two full years of progressively higher graduate level education leading to a master's degree OR you have at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a Professional Scientist applying mathematical, statistical or scientific techniques to analyze data in support of operations. OR you have a combination of education and experience that equates to one year of experience.

GS-11: Your resume must also demonstrate that you have have successfully completed a Ph.D. or equivalent doctoral degree OR you have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR you have at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a Professional Scientist conducting mathematical, statistical or scientific analysis of data in support of operations OR you have a combination of education and experience that equates to one year of experience.

GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a Professional Scientist coordinating mathematical, statistical or scientific analysis of data in support of operations.

GS-13: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a Professional Scientist Ieading mathematical, statistical or scientific analysis of data in support of operations.

GS-14: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a Professional Scientist managing mathematical, statistical or scientific analysis of data in support of operations.

The selected individual will be comfortable with the decision support tools available to senior leaders in the company, and able to brief results to the TSM management team. The position facilitates Long Range Planning for Program Leads and performs and/or assists in financial analysis such as funding profiles, sales outlook, and variance analysis. Assists in the performance of schedule risk assessments to identify project cost and scheduling risks. Ensures adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding into ETIP tool. Maintains awareness of outstanding work against each IRAD project to maintain realistic contract cost and schedule baselines. Streamlining predictive analysis models for IRAD/B&P allocations aligned with Strategic Campaign Initiatives and strategic reviews of staffing plan in the TSM 1-5 year plan. Develops materials reflecting Year 1 to Year 5 projections and actuals for the TSM Strategic Planning organization. Position directly involves data compilation and decision support for TSM Directors and VPs during the annual NBAE cycle and required orders reporting. Strategic Planning is responsible for S&BD internal communication and verification that funding, staffing, capital and facilities are aligned with the TSM long term strategy. Responsible for managing TSM NBAE ledger and accurate execution of annual NBAE budget. Perform ETIP and OCM oversight and management to include PoP, TRL maturity, IP, opportunities, compliance and data assertions. Acts as Phase 1 TSM approver to confirm execution in accordance with NBAE plans and minimize any overspend risks associated with TSM NBAE budget. Proactively identify and resolve issues with project finance analysts. Will be responsible for forecasting TSM orders, sales, profit, and cash flow. Will assist the program team and financial management in monitoring and tracking project expenditures, highlighting issues/concerns/trends to the project teams, and ensuring that project financial commitments are met. Will interact with a variety of project and financial management personnel and ensure conformance with company and program processes and procedures. Ensure quarterly that all financial deliverables are completed on time, and ensure an accurate final presentation for leadership. Responsibilities will include providing an inclusive environment, supporting LM values and the application of the Full Spectrum Leadership Imperatives. Candidate selected will be subject to a government background investigation and must meet eligibility requirements and ability to obtain a Secret clearance for access to classified information. This Strategic Planning position supports Strategy & Business Development and the entire TSM enterprise.
