ManTech, a well-respected industry leader, encourages talented professionals to join it in resolving critical, national defense problems. It currently seeks an experienced operations research analyst or engineer to immediately provide subject matter expertise promoting U.S.

Marine Corps (USMC) unmanned aircraft system (UAS) intelligence, surveillance, and reconnaissance (ISR) capabilities. Work will directly support Deputy Commandant for Combat Development and Integration (DC CD&I) activities in Quantico, VA.

The incumbent's responsibilities would include:

Mid through senior-level analysis support of UAS platform and related system capability analysis, development, and integration with the Marine Corps ISR enterprise.

Concepts of operations (CONOPS) and tactics, techniques, and procedures (TTP) development.

Analysis and experimentation responsive to DC CD&I goals and direction.

Translating customer problems, assumptions, goals, and constraints into analytically tractable study issues.

Responsible technical documentation.

Required Qualifications:

Experience with Marine AirGround Task Force (MAGTF) and related naval force operations, command and control of those operations, and CONOPS and TTP observed with operations' UAS platform and ISR subsystem employment.

Familiarity with current, programmed, and envisioned MAGTFlevel ISR systems, UAS platforms, and platforms' ISRrelated subsystems.

Facility with the application and supporting theory of qualitative and quantitative research.

Relevant history of formal analysis and technical reporting.

Bachelor's degree in operations research or other relevant analysis or engineering field.

Department of Defense SECRETlevel personal security clearance with TOP SECRETlevel clearance eligibility.


Preferred Qualifications:


Marine Corps veteran possessing DC CD&I support experience.

Experience and facility with USMC experimentation and live, virtual, constructive (LVC) approaches to combat capability development.

Architecture modeling experience and familiarity with related modeling tools such as SysML (systems modeling language).

Facility with design of experiments (DoE) tools such as JMP and methods such as response surface and central composite design.

Advanced degree in operations research or other relevant engineering field.

Essential Job Functions: Works with the sUAS QRT Task Lead and the QRT Test Director to establish and organize the contractor test team and responsible for leading QRT planning and execution activities. Designs statistical methods for test and evaluation of the designated test articles. Participates in team efforts involved with project and test plan development, test execution, data collection, reduction and test reporting; Leads post-test data reconstruction and analysis to support overall evaluation of test results Participates in QRT execution activities including: initial test design and drafting the initial QRT Test Plan and Detailed Test Plans and schedules. Required Skills: Due to the sensitivity of customer related requirements, U.S. Citizenship is required. Bachelor Degree in Operations Research, Engineering, Applied Mathematics, Computer Science, Physics or other related technical field plus with at least 12 years of experience or a Master's Degree with at least 10 years of combined Joint/Operational T&E and project management experience. Must possess an active SECRET clearance. Demonstrated experience as a military ORSA or civilian equivalent with experience in the application of Design of Experiment (DOE) methods to developing/designing tests and related data metrics to include measures of effectiveness, measures of performance, confidence intervals, etc. Experience should include familiarity with parametric and non-parametric data, data analysis techniques, computer analysis tools, and basic survey test and evaluation methods. Test planning experience to include developing master and detailed test plans, test execution; data collection, management and analysis; drafting post-test reports and briefing senior officials on test readiness and results. Candidate should be able to compile and deconstruct data for post-test analysis. Working knowledge of statistical analysis software tools and MS Office suite of products. Desired Skills: Previous JT&E, OT&E, JCTD or service experimentation test planning experience including directing efforts of test teams. Experience with U.S. Marine Corp aviation or UAS operational employment and familiarity with Marine Operational Test and Evaluation Squadron One operations and organization. Familiarity with airspace planning and control. Familiarity with Tactics, Techniques and Procedures (TTP) development.
