DUTIES AND RESPONSIBILITIES:

The Procurement and Grants Unit Supervisor provides oversight for the Office of Child and Family Well-Being's procurement and grant processes. This is a highly responsible position requiring analytical skills to address complex management and systematic issues within the division. This position requires extensive knowledge of both solicitation requirements and grant reporting. Specific duties of the position include the following:

  • Supervising and directing employees, including communicating with, motivating, training, directing work assignments, and evaluating employees.

  • Maintaining a thorough working knowledge of Chapters 39 and 287, Florida Statutes, Chapter 60A-1, Florida Administrative Code and all Department handbooks, manuals, policies, and procedures.

  • Maintaining a thorough working knowledge of federal and state grant rules and regulations, along with federal and state laws regarding grant administration.

  • Providing leadership and oversight of procurement and grants staff; monitoring daily work assignments, including planning workloads, workflow, deadlines, and work objectives; and ensuring work performance is timely, accurate and of high quality.

  • Overseeing procurement activities and reviewing procurement documents to ensure compliance with all applicable requirements.

  • Working with the Budget Office, Revenue Management, and program areas to prepare grant reports/analyses which analyze spend, evaluate services, and determine return on investment, and presenting these reports to leadership.

  • Reviewing annual grant applications, annual plans, implementation plans, and other documents required for the Department to receive federal grant funding.

  • Making recommendations for systematic ways to improve the procurement process and contract development and construction.

  • Working with contract teams and program areas to identify procurement needs.

  • Mentoring and training of team members to enhance their skills and knowledge.

  • Developing and maintaining a toolkit of job aids and training materials to facilitate effective onboarding of new procurement officers and grant managers.

  • Providing technical assistance, as required.

  • Participating in contract negotiations in conjunction with the contracts team and program areas to develop contract documents.

  • Working with the Contracts Unit, General Counsel, and Contracted Client Services to develop contract and procurement documents.

  • Facilitating workgroups with other state agencies to develop interagency agreements.

  • Communicating with, motivating, evaluating, and training employees, planning and directing their work and having the authority to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward or discipline subordinate employees or effectively recommends such actions for subordinates.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of Chapters 39 and 287 Florida Statutes, Chapter 60A-1, Florida Administrative Code and all Department handbooks, manuals, policies, and procedures.

  • Knowledge of federal and state grant rules and regulations, along with federal and state laws regarding grant administration.

  • Ability to communicate effectively; establish and maintain effective working relationships with others; understand and apply applicable rules, regulations, policies and procedures; professionally interact with both internal and external customers in a tactful, courteous and effective manner; record, collect, evaluate and analyze data; work independently by planning, organizing and coordinating work assignments; communicate effectively orally and in writing; utilize problem-solving techniques.

  • Ability to provide effective senior leadership briefings to facilitate decision making.

  • Strong decision-making skills.

MINIMUM REQUIREMENTS: TO BE CONSIDERED FOR THIS POSITION RESPONSES TO THE QUALIFYING QUESTIONS ARE REQUIRED AND MUST BE VERIFIABLE BASED ON YOUR SUBMITTED APPLICATION.

  • Florida Certified Contract Manager (FCCM) certificate.

  • A bachelor's degree from an accredited college or university and two years of professional experience. Professional or nonprofessional experience can substitute on a year-for-year basis for the required college education.

  • This position may require travel.

PREFERENCES:

  • Preference will be given to applicants who are a Florida Certified Contract Negotiator (FCCN).

  • Preference will be given to applicants who have at least three years of state government procurement experience.

  • Preference will be given to applicants who have at least two years in an official professional supervisory role.

  • Preference will be given to applicants who are familiar with Florida's Child Welfare System.

  • Preference will be given to applicants with an extensive knowledge of Department grants.
