Duties & Responsibilities:

Manages the Field Support Analysts (also known as the "Brains") in Circuit 6. These staff are responsible for analyzing investigations as they come into the service centers, and ensuring the information is through, and streamlined through the investigation.

Under general supervision, serves as the liaison between Operations, Training, Region Administration and Human Resources.This is advanced professional work supervising and directing employees. The primary duty of the incumbent in this position is tospend the majority of their time communicating with, motivating, training and evaluating employees, planning and directing theirwork; and having the authority to effectively recommend actions such as: hire, transfer, suspend, layoff, promote, discharge,assign, and reward or discipline direct reports. Evaluates employees against established standards and takes appropriate actionswhen necessary (i.e. recognition, reward, corrective action, etc.).

Provides professional statistical support for Child Protective Investigations, to include development of data collection instruments,data collection, data analysis, and preparation of comprehensive reports.

Reviews Florida Statutes, DCF Operational Procedures, Administration and policies, and related directives for impact on ChildProtective Investigations operations. Develops and recommends planning strategies to enhance and increase field performanceand quality. Reviews administrative policies, procedures, guidelines and related directives to be implemented; evaluates impacton operations; identifies potential problems; recommends appropriate action.

Identify protective investigations operational problems in the implementation of policies and procedures. Investigates, assesses,analyzes and makes recommendations to resolve issues and problems presented by program administrators. Providesassistance to Program Administrators and their staffs in the management and operation of protective investigations.

Performs firsthand, on-site analysis of operational problems of protective investigations programs; serves on interdisciplinary staffteams to develop optimum resolutions; carries out the implementation of solutions. Acts as a secondary manager for secondparty reviews as needed and coordinates red flag/highest risk cases for the assigned service center. Supervises service centersupport staff including but not limited to secretaries, senior clerks and crime intelligence analyst positions.

Acts in an administrative and consultative capacity providing operational and management coordination on the service center,Region, Circuit and agency level.

Responsible for data analysis, tracking and reporting outcomes and the provision of technical assistance and consultation to frontline staff, supervisors, and managers.

Provides training and technical assistance as needed to all levels of protective investigations staff and ensures compliance withthe processes and procedures.

Leads and facilitates Quality Improvement and Control Stories based on the CTI model for extensive analysis and problem solvingin Protective Investigations. Determine reasons for improvement, identify root causes of problems and develop counter measures to implement.

Work in partnership with Program Administrator and hiring authorities in Operations to ensure needs are being met and the hiringand selection of staff is timely and appropriate. Ensure capacity is conducive to optimal performance in Operations.

Deals with all Personnel & Hiring Issues. Running FTEs based on upon intake.

Focus on recommendations from the PI Retention Workgroup through the Senate Committee on Children and Families report that outlines changes in SB 1442.

Provides advice and assistance to the Child Protective Investigations Supervisor and Program Administrator in the planning, implementation, and evaluation of existing operations, systems, and procedures. Qualifications:

  • A minimum of five years' experience in child welfare.

  • Current Child Protection certification through the Florida Certification Board.

  • A minimum of two years' management experience.

  • Valid driver's license.

  • Ability to travel as needed.

Knowledge, Skills, and Abilities:

Knowledge of DCF Child Protective Investigation practices; basic management principles and practices; ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities; ability to collect, evaluate and analyze data into logical format for presentation in reports, documents, and other materials; ability to communicate effectively and establish and maintain effective working relationships with others.
