The duties of this position require sophisticated and complex accounting analysis and report preparation for the completion of timely and accurate management and federal reports. This position is responsible for performing a fiscal review of grants and provide technical assistance in the planning, developing, implementing, and monitoring of program and fiscal administrative policies and procedures for federal programs within the Department of Education.Specific Responsibilities * Knowledge of federal guidelines and publications necessary to aid in the preparation of required reports and to provide technical assistance and consultation to program personnel on the interpretation of Federal and State Laws and Regulations for related programs and in the preparation of state plans and grant applications for assuring financial administrative requirements. * Assist in the review, examination and preparation of initial analyses of state plans, policies, manuals and requests for proposals and grant applications to various U.S. Departments assuring compliance with Federal and State Laws and Regulations for the modification, approval or disapproval of the aforementioned. * Prepare monthly a reconciliation of individual grants with the use of available accounting systems, make necessary corrections each month. * Preparation and completion of management and federal reports, including the review and analysis of source documents. * Maintain a working knowledge of accounting systems, effectively process transactions and provide technical assistance. * Complete annual roll process as pertains to assigned federal programs. * Review project and grant applications, plans and awards from Local Educational Agencies, community colleges, universities and prime sponsors for accuracy of fiscal information and compliance with State and Federal Laws and Regulations. * Review grant expenditure reports submitted by agencies for accuracy and compliance with approved budget and reporting requirements. * Provide necessary assistance to the Auditor General and other Federal and State auditors in their review of departmental accounting records. * Interpret various financial reports, records and information systems to advise management, central staff and outside agencies as necessary.   • Annual Leave- Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment. * Sick Leave- Employees in Senior Management Service and Selected Exempt Service positions shall be credited with 104 hours of sick leave upon appointment.
