Duties / Responsibilities:
  • Recruit, hire, train, direct, evaluate and mentor staff.
  • Provide ongoing training, as well as disseminate information daily from all operating locations.
  • Ensure that daily goals are met and provide operations productivity status reports to leadership.
  • Provide technical and analytical oversight to ensure short and long term goals are met.
  • Establish unit goals, objectives, priorities, and deadlines and manage personnel adjusting to meet existing and changing mission goals.
Minimum Requirements:
  • U.S. Citizen.
  • Public Trust clearance, or the ability to obtain and maintain one.
  • Bachelors degree, preferably in one of the following disciplines: Planning/Program Management, Business or Public Administration, Technical Management, or related fields; or demonstrated, specialized experience of six (6) years or more leading a large-scale records program or operation may be considered in lieu of a degree.
  • Five (5) years of business/operational experience, within the past seven (7) years.
  • Demonstrated experience in addressing operational concerns and issues, monitoring overall customer satisfaction.
  • Demonstrated experience with developing and implementing operational procedures and policies.
  • Demonstrated experience analyzing training needs/requirements and implementing solutions.
  • Demonstrated ability to read and understand proficiently in English.
  • Demonstrated ability to lift and carry up to 45 lbs. or more in a physical environment.
  • Demonstrated ability to perform tasks while bending, stooping, climbing, and reaching.

VIEW JOBS 9/29/2022 12:00:00 AM 2022-12-28T00:00 <p>Overview</p><p>OPERATIONS MANAGER (SIOP-22-0671-W): Bowhead seeks a Operations Managers to join our team in providing program management support in a broad range of services to the Shipyard Infrastructure Optimization Program (SIOP) and assisting our US Navy clients in the execution of the SIOP mission. SIOP is chartered with modernizing the infrastructure at four public shipyards in Pearl Harbor HI, Puget Sound WA, Kittery ME, and Portsmouth VA.</p><p>Responsibilities</p><p>The Operations Manager manages general activities of an organization's operations in a specific area. Develops and implements company policies and procedures as well as ensures compliance with these procedures. Evaluates and enhances current operational systems. Prepares reports and audits to monitor and improve operations effectiveness. May coordinate communication between different functions. Typically requires a bachelor's degree or its equivalent. Typically reports to a senior manager or head of unit/department. Manages subordinate staff in the day-to-day performance of their jobs. Ensures that project/department milestones/goals are met and adhering to approved budgets. Extensive knowledge of department processes</p><p>Job duties include but are not limited to:</p><ul><li><p>Support various administrative and management duties and responsibilities including but not limited to: strategic communications, information technology, financial analysis, workforce analysis, milestone ceremonies, and workforce culture and reporting;</p></li><li><p>Advise and draft development, direction and continuity of policies, programs and operations of the program office;</p></li><li><p>Assist with formulating, coordinating, reviewing and evaluating the effectiveness of organization operating policies, regulations and procedures;</p></li><li><p>Assist the Chief of Staff in maintaining continuous awareness of overall organization activities and advising leadership on matters of concern;</p></li><li><p>Assist in identifying and prioritizing actions requiring final decision-making authority of senior leadership;</p></li><li><p>Provide external and internal liaison regarding programmatic and administrative issues;</p></li><li><p>Develop long range plans consistent with the strategic vision of the organization while exercising a high degree of originality and judgment;</p></li><li><p>Establish, evaluate and maintain a method for determining, prioritizing and tracking employee workload, schedules and major assignments;</p></li><li><p>Assist in establishing and tracking appropriate metrics to demonstrate individual and team performance;</p></li><li><p>Develop and champion innovative ideas to improve the organization and create an environment that fosters innovation and continuous process improvement;</p></li><li><p>Management of the programs SharePoint document repository to include: minor coding for advanced capabilities, permissions, and troubleshooting;</p></li><li><p>Administer MS365 Flankspeed to include: PMO site development and capabilities, minor coding for advanced capabilities, permissions and troubleshooting; and</p></li><li><p>Management of the programs SIOP Operations Center (SOC) to include the following capabilities: Business Intelligence (e.g., Microsoft Power BI); Information management and data visualizations; Program dashboards to include metrics;</p></li><li><p>Continuous update and maintenance of data displays, electronic displays, and audio-visual capabilities within the SOC.</p></li><li><p>Perform other duties as assigned.</p></li></ul><p>Qualifications</p><p>The place of performance will be at government facilities at the Washington Navy Yard and the four public nuclear shipyards in Pearl Harbor HI, Puget Sound WA, Kittery ME, and Portsmouth VA.</p><ul><li><p>5 years(5) years professional experience managing and support of Naval operations</p></li><li><p>Must be able to multi-task, manage priorities and work independently with little direction</p></li><li><p>Ability to communicate effectively with all levels of employees and outside contacts.</p></li><li><p>Strong interpersonal skills and good judgment with the ability to work alone or as part of a team</p></li></ul><p>Physical Demands:</p><ul><li><p>Must be able to lift up to 25 pounds</p></li><li><p>Must be able to stand and walk for prolonged amounts of time</p></li><li><p>Must be able to twist, bend and squat periodically</p></li></ul><p>SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain a security clearance at the Confidential level.
