Duties & Responsibilities
MSC is currently searching for an Operations Manager to provide technical leadership and direction for systems for health research program at the National Institute of Health (NIH) in order to ensure that data is secured and protected following NIH standards. The position is in Bethesda, MD.
Deploy, manage, and operate a scalable, highly available, and fault tolerant software and data management system in Amazon Web Services (AWS) using Java, RedHat, and Oracle.
Support ongoing data submission on hundreds simultaneous human subjects research projects.
Support data access for over 15M end-users.
Maintain and update the current system architecture and manage infrastructure configuration and deployment.
Coordinate the resolution of production-related problems.
Responsible for assisting and leading computational scientists to compute in place and provide results of computational experiments back into the data repository.
Provide and manage backup and recovery of the data locally and in the cloud (AWS). Maintain, update, and implement the backup and disaster recovery plan.
Evaluate and implement new AWS or other cloud services as appropriate and directed, based on compute, load balancing, data, or security requirements
Manage and configure the AWS networking configuration and AWS Identity and access management for internal and external users.
Analyze cloud resource deployment summary data and monitor cloud resource key metrics in order to resolve operational problems and maintain a 99% uptime.
Support and maintain a development environment with appropriate security monitoring and access controls, for end users to develop, test, and deploy computational pipelines for data submission, quality assurance, and data analysis, from local machines or cloud instances.
Help maintain and update the all web application and web services, to include automated testing, health monitoring, elastic scaling, and incident response planning.
Provide security for the Information maintained in the NDA infrastructure. The tasks to be performed include: Compliance with directives from the ISSO and security team, system security engineering and updates, system and data monitoring and response, risk assessments on the current infrastructure and recommendations for remediating any deficiencies, cloud controls for secure provision of sensitive data.
Maintain up-to-date internal and external-facing documentation of all standard operational and technical procedures.
Supervise staff operations.
Bachelor's Degree in Computer Science, Engineering, or related discipline.
6 years of experience managing data infrastructure with demonstrated experience managing scientific research systems and security in a commercial cloud environment.
4+ years of supervisory experience, leading and developing cross-functional technical teams.
Hands on experience with Amazon Web Services (AWS), Java application stack, and data management systems based on Oracle.
Experience with EC2, NAT Gateways, VPCs, Load balancers, CloudFormation, S3, Security groups and NACLs.
Working knowledge of how to architect an AWS environment.
Technical certifications attesting to well-rounded and advanced knowledge and skills across networks, servers, databases, cloud services, security, and other related disciplines.
Excellent problem solving, decision making, and prioritization skills balancing multiple demands in a dynamic environment.
Ability to effectively and confidently communicate complex concepts - in speaking and writing -with team members and all levels of technical and nontechnical customer stakeholders.
Outstanding leadership, team building, and consensus building skills across diverse skill sets and stakeholder perspectives.
Ability to create diagrams, policies, procedures, presentations, etc., as needed for day-to-day management as well as read blueprints/schematics, etc. as needed for planning/issue remediation.
Excellent attention to detail, quality, and follow-through; commitment to continuous improvement and the elimination of performance variability.
Ability to think analytically and independently, providing the thought leadership necessary to introduce incremental and evolutionary change.
Ability to adapt to rapidly changing requirements with a flexible and creative approach to brainstorming, troubleshooting, and problem solving.
Strong work ethic and accountability; willing to work outside normal business hours when required for on-call support, maintenance, and/or incident response.
AWS Professional Training, AWS certification(s) is plus.
Oracle Database and MySQL training - Oracle database certification is plus
Understanding of scripting languages such as Python and Perl, as well as experience with object-oriented programming, and understanding of data structures and algorithms.
Good skills for schema development, SQL queries, stored procedures (e.g., PL/SQL), and database-backed web development.
