Position Overview:

The Food & Nutrition Services Operations Manager will oversee the logistics and administration of the district's Child Nutrition Program. This non-union position includes direct responsibility for following federal, state, and district policies and procedures, as well as planning for, and troubleshooting operations. This new position is equal part program administration and part logistical leadership. The Operations Manager will help to create an environment that supports healthy food habits while maintaining program integrity and customer satisfaction.

The Operations Manager will partner as a peer to the FNS Assistant Director to ensure the Salem Public Schools' food program is providing local, fresh, delicious food to students across programs and schools, and that in all that we do, we are following federal, state, and district policies. The Operations Manager and the FNS Assistant Director will share responsibility for hiring staff, and ensuring that the programs run smoothly and help students succeed. Both staff members will share the same supervisor and will be expected to collaborate closely.

Essential Functions:

  • Develop and monitor annual operating budget within Board policy guidelines

  • Complete and submit all required reports, financial and otherwise, to state and federal agencies

  • Advise School Business Manager on food and nutritional related policy development and present an annual program report to the Board of Education and reports monthly on the financial status of the program

  • Draft food service staff position descriptions including recommended qualifications for approval by the School Business Manager

  • Together with the Assistant Director, Food & Nutrition Services,hire staff and ensure there is appropriate staff capacity for all programs

  • Recommend and monitor training processes of food service employees

  • Plan collaboratively with FNS Assistant Director and staff to provide professional development

  • Consult with school principals regarding services for special events

  • Use management information systems to improve the effectiveness and efficiency of the food service operation

  • Assess kitchen equipment and facility to maintain and schedule replacement schedules and maintain a long-term capital plan for equipment and facilities

  • Implement a cost-effective procurement and inventory control plan

  • Develop purchasing guidelines to ensure food products and supplies reflect customer preferences, district needs, and nutritional objectives

  • Develop and integrate employee safety regulations into all aspects of the food service operation

  • Follow a code of ethics in procurement, handling of confidential information, and personal conduct

  • Ensure that all staff are sensitive to the cultural and religious needs of students and consistently uphold the civil rights of all individuals in the Salem Public Schools

  • Perform other duties as assigned

Qualifications:

Education, Training, and Experience

  • Knowledge of grants, budgets, and financial management

  • Supervisory and financial management experience in a public school or state agency

  • Knowledge of principles and practices of public procurement, including purchasing and bid requirements and municipal accounting including all aspects of managing finances

  • Thorough knowledge of the administration, foods, equipment, materials, methods, and techniques relative to food service operations a plus

  • Proficient in Google suite, Microsoft Word and Excel

  • Experience with Point-of-Sale systems a plus

  • A minimum of 8 hours of food safety training within the past five years, or willingness to obtain within 90 days of hire

  • Serve Safe certification, MCPPO certification and SNA membership a plus

  • Valid driver's license

Knowledge, Ability, and Skill

  • Bachelor's degree

Job Environment

  • Work is generally performed indoors, with occasional exposure to rain, snow, heat, and cold weather conditions when traveling between school buildings

  • Frequently operates office equipment including computers and calculators

  • Occasionally uses food service equipment used in institutional food service, as needed for training or food preparation

  • Makes frequent contact with other school, city, state, or county personnel, as well as contractors and vendors. Also frequently has contact with parents and students

  • Has access to department-related confidential information including personnel records and bid proposals

  • Errors could result in monetary loss, confusion and delay of services, significant and costly damage to buildings and equipment, personal injury, injury to co-workers, and/or create hazards to public safety

Salary Range: $70,000 to $75,000 (commensurate with experience)
