Responsibilities

Responsible for planning, developing, organizing, promoting, coordinating, executing, evaluating and managing a variety of comprehensive programs as assigned. Programs may include, but are not limited to Fitness and Sports; Special Events; ITT; Recreation Internet Center; Outdoor Recreation; Auto Hobby Shop; Childcare/Youth/Child Development Homes, Golf, Bowling, Clubs etc.

Responsible for the day-to-day operations assigned ensuring internal controls (cash handling, daily accounting of funds, inventory, property and vehicles) are in place and in compliance with regional standards, procedures and objectives. Appraises the adequacy of action taken by facility managers to correct deficient conditions noted during inspections.

Prepares and submits procurement requests for supplies and equipment in a timely manner. Prepares, justifies, executes and monitors annual budgets for each assigned program.

Determines the adequacy of assigned facilities and programs, identifying additional facility/program and patron needs. Submits recommendations for facility construction and renovation projects and recommends/monitors the repair and maintenance of existing facilities and equipment. Effectively communicates repair needs to Public Works Department, following up as necessary.

Establishes and maintains a working relationship with other site MWR activities. Keeps supervisor and other functional/operational managers informed of developments, issues and concerns.

Acts as liaison with special interest groups, private organizations, special events and customers, resolving concerns effectively and quickly, keeping appropriate management officials advised. Performs other related duties as assigned.

III. SUPERVISORY STATEMENT

Responsible for the supervision of facility managers and staff of programs assigned (see attached Statement of Work and Supervisory Responsibilities).

IV. SPECIAL REQUIREMENTS

Must possess and maintain a current driver's license.

As a position of trust, employment is conditional on the successful completion of a National Agency Check or equivalent background check(s) upon selection and periodically thereafter.

Position is designated ALPHA personnel, which requires attendance during serious weather or security conditions.

Position is required to submit a Financial Disclosure Statement OGE-450 upon entering on duty and annually thereafter IAW DOD Directive 5500.7-R and Joint Ethics Regulation.

A Bachelors Degree in Recreation or a related field is strongly preferred.

Three years of general experience plus a minimum one year of specialized training and/or recreation programming experience PLUS a minimum of six months supervisory/leader experience at the NF-03 or equivalent OR plus a minimum two years of specialized training and/or recreation program management experience PLUS a minimum one year supervisory experience at the NF-04 or equivalent.

Qualifications

Requires a comprehensive knowledge of MWR programs that the incumbent will have overall responsibility which is covered in the Statement of Differences for the position.

Ability to develop, manage a budget and to provide cost analysis for the MWR programs covered in the Statement of Differences for the position.

Must possess documented experience in computers/software programs, including Microsoft Word and Excel, and ability learn all other software requirements within six months of hire.

Ability to communicate effectively verbally and in writing.

Ability to evaluate various program elements, and effect/recommend improvement to best achieve goals.

Ability to adjust work operations to meet urgent or changing situations.

The position reports to the site MWR Director or assigned Functional/Site Director, who provides general assignments and objectives. The incumbent plans and carries out the assigned programs, handling problems and issues in accordance with standing instructions and official policies, and is expected to manage the day-to-day operations of assigned programs independently. Work is reviewed for achievement of overall objectives and goals and patron satisfaction and for the contributions to the entire program and its effects on morale, retention and recruitment.

Guidelines include, but are not limited to, BUPERS Instruction 1710.11C, BUPERS Instruction 5300.2, MWR Support Services Policy Binder, local policy, procedures and SOPs, and Command and internal instructions. Guidelines are often clear, but may be outdated or conflicting. The incumbent must be able to apply personal judgment and experience to consider several sources and select the appropriate guidance to apply to a specific situation.

Responsible for the management and technical direction of a variety of types of work, priorities and processes. Education, training, management experience and sound knowledge of good business practices i.e., costs, mark-up/mark-down procedures for resale, and disposal of surplus or non-usable material must be consistently applied. Must use foresight to efficiently prepare for long-range projects and demonstrate initiative in planning and executing assigned programs and services to meet required deadlines.

Programs and services provided contribute to readiness and retention within the Navy by offering desired recreation and social experiences, opportunities conducive to camaraderie, team building, enhancing family interaction, and building individual well-being and self-esteem. Efficient and well-patronized activities generate revenue to improve and further offer programs and events.

Military families and guests are positively impacted on a daily basis and community relations are enhanced via well-organized and successful operations. The variety of recreational and leisure programs offered combat boredom and provide viable alternatives to less desirable usage of leisure time.

Personal contacts include MWR management and staff, program support staff, DoD/DoN components, NPC staff, military officers, enlisted, retirees and family members, other patrons, vendors, contractors, on-base agencies providing technical assistance, special interest groups and others.

The purpose of these contacts is to gain acceptance of social and recreational programs by local commands, the patrons and surrounding community; to influence cooperative attitudes and compliance with policies and directives; to resolve conflicts among employees, management personnel and others; exchange information often involving significant or controversial issues and differing viewpoints, to present programs/goals, objectives; or alternative approaches to groups and individuals with differing viewpoints and goals. Establishment and properly utilizing contacts is an important aspect of the work and requires tact, diplomacy and negotiating skills.

Administrative work is primarily sedentary. Program work may involve assisting with programs and/or events, and require lifting up to 45 lbs unassisted, higher weights with assistance, outside work, setting displays or other items for events, etc. The work requires travel, as activities may be located on different installations, and training, conferences, etc. may be held at other locations, installations, and states.

Administrative work is generally performed in an office setting, which is adequately lighted, heated and ventilated. Outside events and program work require exposure to weather conditions.
