The responsibilities of the Operations Manager, reporting to the Facility Manager, include, but are not limited to, the operation of the Facility. The Operations Manager will organize and coordinate the day-to-day activities of the operations personnel, establish priorities for repair work and projects, help plan and schedule outage work and provide technical guidance or, if required, direction during unusual operations, repair problems or system upsets.
The Operations Manager, will conduct or participate in studies to improve the plant operations, maintenance or equipment and monitor the effectiveness of plant manuals and procedures, instituting changes or additions, as required. The Operations Manager is responsible for maintaining compliance along with facility management with Technical Standards as they relate to facility operations. The Operations Manager will perform these duties, as well as other duties, as directed by Facility Manager.
The Operations Manager, having responsibility for the technical aspects of the plant operation will recruit, interview and select operations personnel and direct their initial training. The Operations Manager oversees the training of operators for upgrading and general proficiency to ensure the availability of promotable people, the plants readiness to meet emergency and/or unusual situations and safe and efficient day-to-day operations.
The position of Operations Manager requires five (5) or more years as a Mid-level Manager and at least five (5) years experience in the supervision of the day-to-day operation of mass-burn, resource recovery equipment, biomass, and/or fossil fired electric generating units.
Engineering or Technical Degree desirable, but hands-on operating experience and utility training are acceptable. A high school diploma or equivalent, and the ability to read and understand instructions, operational training, safety, and health related materials and work rules are required.
Forecast requirements; prepare an annual budget; schedule expenditures; analyze variances; initiating corrective actions, monthly budget forecasting, long term operational budget, and capital spend.
Contribute to operations information and recommendations for strategic plans and reviews; prepare and complete action plans; implement production, productivity, quality and customer-service standards; resolve problems; complete audits; identify trends
To perform in this position the Operations Manager must be able to react to and manage unusual and/or emergency conditions and be in good physical condition in terms of mobility, hearing and vision.
Provisional and Chief Facility Operator certification as issued by the ASME, the state of jurisdiction or the ability to obtain such certification is required for the position.
Review Operating data and submit Monthly reports to the Facility Manager and appropriate governmental agencies. Develop trending analysis of Operational parameters to ensure proper operation and maintenance activity schedules align with the operating conditions of the facility.
