Responsibilities

This position leads the BTRP A&AS Operations Team for the Defense Threat Reduction Agency (DTRA) Cooperative Threat Reduction (CTR) BTRP Department (CT-BT). BTRP strengthens the capabilities of partner nations and the international community to prevent, detect, and prepare for outbreaks caused by pathogens. BTRP is primarily a program management role that requires implementation and oversight of DoD acquisition strategies to carry out international threat reduction activities. The Operations Team provides a variety of Front Office and similar support for BTRP.

Key responsibilities include but are not limited to:

  • Serves as daily interface to client BTRP Senior Operations Manager.

  • Serves as supervisor to A&AS Operations Team responsible for tasker management, financial management, FOIA requests, technical editing, and administrative assistance.

  • Maintains broad situational and functional area awareness and client engagement, ensuring synergy of effort within the Operations Team and with other teams across BTRP and CTR.

  • Sets Operations Team prioritization in alignment with BTRP objectives, ensuring quality control and timeliness of work products generated by assigned staff.

  • Champions best practices, innovation, and process improvement within the Operations Team.

  • BTRP Strategy and Plans

  • Manages the Strategy and Plans Specialists to:
  • Advise BTRP client leadership on all aspects of BTRP strategy and planning, including BTRP alignment with key USG, Departmental, Policy/TRAC, Agency, and CTR strategic guidance and policies, including the National Defense Strategy, DTRA Agency Strategy, DTRA Director's Planning Guidance, OSD/TRAC Policy Priorities and POM guidance, CTR Operational Imperatives, and others.

  • Support coordination with OSD(P), TRAC, Department of State, and other relevant Interagency partners at the strategic level as appropriate.

  • Monitor current global events and incorporates relevant Congressional and geopolitical developments into BTRP planning for current and future activities.

  • Maintain broad visibility of ongoing BTRP projects at the global, regional, country, and project levels, ensuring synergy of effort within the S&P Team and with other teams across BTRP and CTR.

  • Provide in-person support to BTRP Leadership on CONUS and OCONUS travel to provide strategic-level policy advisory support, in coordination with Project Team and other relevant parties as appropriate.

  • BTRP Financial Management

  • Manages Budget Analysts to:
  • Oversees financial management support in both annual and quarterly financial planning of BTRP's multimillion dollar budget, advising Department Leadership in preparing annual spend plan and Program Objective Memorandum.

  • Provides oversight to team managing the BTRP budget tracking tool responsive for coordinating all budget moves, monitoring progress and changes.

  • BTRP Taskers/RFIs/Other Actions

  • Responsible for drafting and editing key program documentation in response to taskers, RFIs, etc.

  • Provides support to team managing and tracking all incoming taskers/RFIs. Appropriately tasks them out to the applicable POCs and ensures deadlines are met.

  • Guides team in proactively searching through incoming RFIs to see if anything similar has been addressed before and disseminating to relevant teams if it has.

  • Briefs Senior Leaders on statuses of actions for the Department.

  • Builds and maintains appropriate filing for all briefs, addressed taskers/RFIs, and Policy or TRAC guidance to efficiently address future tasks.

  • BTRP Schedule

  • Maintains overall planning and oversight of the Department calendar and the annual management cycle.

  • De-conflicts events in advance before it becomes an issue for Department leadership.

  • Attends all relevant BTRP leadership meetings for support, coordinating logistics, taking notes as necessary, consolidating notes and action items, and disseminating to appropriate recipients.

  • Proactively schedules internal meetings in advance of major milestones to prep the Department.

  • Meets with DAG and Ops Managers in different departments to sync on daily operations and upcoming events.

  • BTRP Processes

  • Develops, tracks, and maintains Department-wide processes.

  • Continuously searches for ways to increase productivity and makes recommendations on how to improve processes.

  • Maintains BTRP's SharePoint with all relevant and updated SOPs, files, user guides, etc.

  • BTRP Quality Management

  • Proactively checks in with staff and ensures the team is aware of current priorities.

  • Ensures teams are always privy to and working off of most recent authoritative guidance.

  • Reviews all documents in advance of BTRP Senior Ops Manager before they are cleared and sent out externally.

  • Develops operational root cause analyses and After-Action Reports.

  • Other duties as assigned.

Required Qualifications

REQUIRED SKILLS AND QUALIFICATIONS:

  • Must have active Secret clearance and eligible for a Top Secret/SCI Security Clearance

  • Bachelors Degree in related field

  • 5+ years of related experience

  • Demonstrated leadership skills and ability to manage a diverse team.

  • Experience and successful track record building effective relationship with clients and other stakeholders, understanding client's requirements and meeting client expectations.

  • Strong attention to detail, communication, critical thinking, and problem solving skills

  • Demonstrated ability to write for Senior Leaders

  • Program and project management experience

  • Work in the office at least 2-3 days a week; this is not a remote/telework position.

  • Demonstrated proficiency with Microsoft Office tool suites

Desired Qualifications

  • CTR Experience

  • BTRP Experience

  • Certified Scrum Master or PMP Certification

  • International biological threat reduction experience

  • DTRA CTR or Weapons of Mass Destruction (WMD) or Counter WMD experience

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.

USD $90,300.00 - USD $158,000.00 /Yr.
