Purpose of Job

The purpose of this job is to perform administrative, supervisory and technical functions associated with Division operations. Duties and responsibilities include, but are not limited to: assuming the duties of Administrator in his/her absence; assisting in planning and coordinating Division activities; coordinating construction projects; monitoring compliance with state and federal guidelines; collecting data and preparing reports and cost estimates; assisting in budget preparations; performing inspections; responding to citizen complaints; instructing and disciplining assigned staff; and performing additional tasks as assigned.

Job Related Requirements

Work Schedule: Monday through Friday 7:00 am-3:30 pm

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.

Emergency Position

This position is designated as an emergency position that requires your attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather, utility failure, fire or other forced evacuations or as determined by the Manager.Associate's degree in related field with three years of experience in landscape management or facilities management required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Two years of supervisory experience is required.

Must possess a valid driver's license.

Criminal background must indicate eligibility for supervision of inmates.

Must obtain security training for the supervision of inmate workers as set forth by the Georgia Department of Corrections Standard Operating Procedures within six months of date of hire or at first available opportunity.The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Supervises and evaluates assigned staff; handles employee concerns, directs work assignments, maintains crew schedules, assigns equipment, counsels and disciplines employees when necessary, participates in the hiring process, and completes employee performance appraisals.

Assumes duties of the Administrator in his/her absence.

Substitutes for supervisors in the case of absences or vacancies.

Substitutes for the Administrative Secretary in purchase and payroll processing.

Assists in preparing annual budget; makes budget requests/recommendations; monitors expenses.

Assists in development and implementation of service delivery plans including design and maintenance standards, activity schedules and maintenance zone maps.

Assists in establishing goals, objectives and performance targets, monitors supervisors and work team's performance, and utilizes management practices to achieve goals and objectives.

Prioritizes and assigns work orders to staff. Keeps work order reports up to date.

Receives and/or prepares letters, reports, correspondence, forms and other documentation; reviews, processes, and/or forwards as appropriate; maintains files and logs; performs other clerical duties.

Coordinates training programs including monthly safety meetings and seasonal skills training sessions.

Consults with Administrator regularly to provide status reports, receive instructions and resolve operational problems.

Advises division employees of Athens-Clarke County and departmental policies and procedures; assures compliance with local, state and federal laws/regulations.

Answers the telephone; provides information, advice and guidance; takes and relays messages and/or directs calls to appropriate personnel; returns calls as necessary.

Responds to routine requests for information from officials, employees, members of the staff, the public or other individuals; responds to customer complaints.

Interprets plans and specifications.

Coordinates construction projects with contractors, utility representatives, and state officials.

Monitors preventive maintenance schedule for assigned equipment and vehicles.

Collects data and prepares reports on projects and programs.

Inspects job sites for safety, accuracy, quality and compliance with written specifications.

Prepares and maintains records of various tools and material inventories.

Uses computers and associated software to aid in performing duties.

Performs other duties as assigned.

Essential Duties and Responsibilities when assigned to the Facilities Management Division

Coordinates the installation, maintenance, and repair of assigned government-owned facilities and their component systems, which include, but are not limited to: HVAC, plumbing, alarm, structural, and electrical systems.

Responsible for the implementation and maintenance of the Work Order System. This includes data entry, producing reports, training staff, maintenance of back up files, trouble shooting, etc.

Prioritizes and assigns work orders to division personnel and outside vendors including emergency work orders and maintenance requests; maintains radio contact to track jobs through completion.

Provides advice and assistance to renovation and construction project managers in areas such as budget analysis, equipment selection, structural components, and energy analysis.

Prepares project cost analysis for various building systems, including lighting, energy conservation, energy management, alarm systems, and construction projects.

Compiles and analyzes data used to aid in maintaining the facility systems.

Plans, organizes, and implements facility and equipment preventative maintenance programs.

Collects, posts, and compares labor and material unit costs to assure correct project estimates.

Compiles and analyzes data in order to implement efficient energy management procedures.

Coordinates the development of plans and specifications for facility projects and equipment.

Prepares activity reports, including quarterly division reports, incomplete work order reports, mileage analysis reports, project man-hour and material cost reports.

Maintains expenditure records as relates to capital and non-capital construction projects.

Prepares and monitors records and charts of utility cost and usage for buildings maintained by Central Services.

Maintains an adequate inventory of equipment and supplies, issues purchase orders, and maintains related files.

Shares on-call after-hours emergency duty with division staff.

Prepares and maintains filing procedures for various facility management operations including plans, specifications, and key control.

Essential Duties and Responsibilities when assigned to the Landscape Management Division

Supervises and participates in the activities of Landscape Management Division Right-of-Way, Parks and Buildings Cost Center crews in installation, maintenance and repair of landscapes and their component systems including turf, trees and shrubs, natural areas, storm detention facilities and irrigation systems. Oversees daily operations through supervision of the three cost center supervisors.

Assists the Administrator in planning, directing and supervising the operation and maintenance of Athens-Clarke County landscapes, including construction, maintenance, fiscal and administrative operations.

Coordinates work orders and work reporting from the three cost center groups and ensures records are accurate and up to date.

Investigates, proposes and implements conservation landscaping practices that address water conservation, reduced fuel consumption and air emissions, alternatives to traditional chemical fertilizers and pesticides, and utilization of natural systems.

Assists with management of the landscape equipment replacement program.

Oversees CDL training and certification and GSWCC Erosion and Sedimentation Level 1A training and certification for staff.

Develops and coordinates horticultural design and installation.

Knowledge, Skills and Abilities

Knowledge of the principles, practices and procedures of the Unified Government of Athens-Clarke County and the operations and functions of the Central Services Department.

Knowledge of management, human resource management/personnel and financial practices, policies and procedures as necessary in the completion of daily responsibilities.

Knowledge of State Department of Corrections regulations for the supervision of inmates.

Ability to develop and administer operations and staff plans and objectives for the expedience and effectiveness of specific duties of the position.

Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.

Knowledge, Skills and Abilities when assigned to the Facilities Management Division.

Knowledge of the standard practices, methods, materials and tools of building construction, maintenance and repair, as well as state and local building codes and safety regulations.

Knowledge of drafting instruments, office equipment and various word processing, spreadsheet, and database software programs.

Knowledge, Skills and Abilities when assigned to the Landscape Management Division.

Knowledge of landscape construction and maintenance techniques, ornamental horticulture, arboriculture, irrigation systems and soil analysis.

Knowledge of fertilizing techniques, federal and state regulations governing the use of pesticides, and related landscape equipment.

Ability to train staff in use of related tools, equipment, and procedures.

Must possess or be able to obtain within one year: Georgia Level 1A Erosion and Sedimentation certification, Georgia Pesticide Applicator's License, and CPR/First Aid Certification.

(ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a motor vehicle, construction equipment, and office equipment including a computer, printer, calculator, two-way radio, and telephone.

This position requires: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motion. Must be able to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently. Physical demand requirements are at levels of those of light work. May be exposed to such elements as diseases, toxic chemicals, raw sewage, and inclement weather.

Requires the ability to prepare letters, reports, forms, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak to individuals and/or groups of people with poise, voice control, and confidence.

INTELLIGENCE: Requires the ability to learn and understand relatively complex principles and techniques; to acquire and be able to expound on knowledge of topics related to primary occupation; and to make independent judgment in the absence of management.

VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of administrative, technical or professional languages including water treatment, constructions, electrical, budgeting, legal, facility and landscape trade terminology.

NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; determine percentages; interpret graphs; compute discount, interest, profit/loss, ratio/proportion, etc.; perform calculations involving variables/formulas/square roots/polynomials; perform statistical calculations which include frequency distributions, reliability and validity of tests, correlation techniques, factor analysis, and econometrics.

FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with a variety of facility or landscape maintenance and office equipment including a computer, printer, calculator, two-way radio, and telephone.

MOTOR COORDINATION: Requires the ability to coordinate hands, fingers, and eyes accurately in using equipment. Requires the ability to lift, bend, push, pull, manipulate equipment/tools and objects as the position necessitates.

MANUAL DEXTERITY: Requires the ability to handle a variety of items such as automated equipment, office supplies, computer supplies, chemicals, gauges, hand and electric tools.

Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have moderate levels of eye/hand/foot coordination.

COLOR DISCRIMINATION: Requires the ability to differentiate between colors and shades of color.

INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under moderate to high stress when confronted with an emergency.

PHYSICAL COMMUNICATION: Requires the ability to talk and/or hear: (Talking - expressing or exchanging ideas by means of spoken words). (Hearing - perceiving nature of sounds by ear). Must be able to communicate via telephone and two-way radio.
