General Statement of Job

Under the authority of the Airfield Manager, monitors the day-to-day airfield operations, conducts airfield inspections to identify, assess, and mitigate hazardous conditions; inspects the condition of airfield lighting, pavement, and markings. Coordinates airfield navigational safety and security system repairs, airport facility repairs, and future maintenance projects. Oversees, executes, and enforces the City of Kissimmee and the Airport's rules and policies; in conjunction with any State and Federal Regulations that govern the basis for a safe, orderly, secure, and efficient airfield operation.

Specific Duties and Responsibilities

Essential Functions:

Ensures airport compliance with all Federal Aviation Administration (FAA), Florida Department of Transportation (FDOT), and Florida Department of Environmental Protection regulations and advisory documents that govern airport safety, security, and environmental protection including but not limited to: 14 CFR Part 139, 14 CFR Part 77, NFPA 409, and Security Planning for GA Airports.

Conducts Airfield inspections; responsible for the inspection of lighting systems on runways and taxiways, debris management, perimeter fencing, ramps, gates, airport owned facilities, tenant facilities, and animal control and dispersal; performs operator level vehicle maintenance and coordinates with City Garage; responsible for property inventory.

Identifies runway and taxiway hazards and communicates with the Airfield Manager to coordinate short-term closures. Acts as a liaison between different parties involved in airport operations, emergency response, and project management.

Documents airport inspections and activities utilizing a variety of data management systems.

Reviews and issues Notices to Air Missions (NOTAMs).

Utilizes the Lock Out Tag Out (L.O.T.O) program for operational safety.

Works closely with the local air traffic control tower, fixed-based operators, flight and mechanic schools, tenants, and City Departments in the development and implementation of programs and procedures for airfield driver's training and emergency response procedures that ensures safe, orderly, and efficient airport operations.

Operates two-way radio to communicate with Airport Tower Control (ATC) and emergency responders to facilitate escorting details during emergencies and ensure a timely response that requires effective communication and listening skills.

Coordinates removal of disabled aircraft from active runways in a timely manner.

Performs general administrative work; creates Incident Reports and Daily Events logs.

Performs wildlife control measures with the use of various methods including scare tactics with pyrotechnics, depredation procedures when applicable, and removal and disposal.

Responds to complaints and inquiries in a timely and professional manner that includes researching noise complaints and concerns.

Responds to airport or aircraft emergencies; maintains and coordinates with fire and law enforcement agencies to collaborate and gather input for the Airport Emergency Plan (AEP).

Maintains and revises the Airport Security Plan (ASP) on a bi-annual basis.

Maintains and revises the airport stormwater pollution prevention plan (SWPPP)

Maintains based aircraft list and conducts hangar inspections; understands National Fire Protection Association NFPA 409 requirements.

Performs routine inspections of all fixed and mobile fuel tanks.

Required to be on-call and able to report to the airport after normal business hours in the event of an airport/aircraft emergency or security-related event.

Operate personal computers utilizing word processing, spreadsheets and software applications.

Perform airport office management and financial administration duties.

Perform other duties as assigned including airfield maintenance duties.

Minimum Education and Training

Must possess or obtain the most current FEMA 100, 200, and 700 Incident Command System certifications within 6 months of appointment to the job. Must possess and maintain a valid State of Florida driver's license. Preferably holds a pilot certificate.

Airport Operations Coordinator I: Requires a minimum of an Associate's Degree in Business Management, Airport Management, or a closely related field, preferably supplemented by two (2) years of experience in airport operations, or an equivalent combination of education, and training.

Airport Operations Coordinator II: Requires a minimum of an Associate's Degree in Business Management, Airport Management, or a closely related field, possess four (4) years of airport operation experience, and possess a Certified Member (CM) Certification or an Airport Certified Employee (ACE) Certification from the American Association of Airport Executives (AAAE). Certifications from other accredited domestic and international aviation organizations will be evaluated and considered for qualification requirements.

Minimum Qualifications and Standards Required

Skill Requirements:

Has thorough knowledge of the methods, procedures, and policies of the City Airport as they pertain to the performance of duties of the Airport Operations Coordinator. Is knowledgeable in the laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position. Has knowledge in the areas of aviation, airport operations and maintenance, public relations, engineering/construction, etc.

Is able to make sound, educated decisions. Is able to take the initiative to complete the duties of the position without the need for direct supervision. Has the ability to learn and utilize new skills and information to improve job performance and efficiency.

Is able to read and interpret complex materials pertaining to the responsibilities of the job. Is able to assemble and analyze information and make written reports and records in a concise, clear, and effective manner. Has comprehensive knowledge of the terminology used within the department.

Knows how to maintain effective relationships with personnel of other departments, professionals, and members of the public through contact and cooperation. Knows how to make public presentations.

Has thorough knowledge of proper English usage, vocabulary, spelling, and basic mathematics. Has thorough knowledge of modern office practices and technology. Has knowledge of and skill in the use of computers for data and word processing.

Has knowledge of applicable occupational hazards and safety precautions. Knows how to react calmly and quickly in emergencies and confrontational situations.

Physical Requirements:

Must be physically able to operate a vehicle and a variety of machines and equipment including a computer, calculator, motor vehicle, etc. Must be able to exert up to twenty pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects.

Sedentary work involves sitting most of the time but may involve walking or standing for periods of time. Must be able to lift and/or carry weights of up to fifty pounds.

Responsibilities:

Responsible for the accuracy and timeliness of assigned tasks. Maintains high standards of accuracy in exercising duties and responsibilities.

Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high-quality communication and interaction with internal and external entities with whom the position interacts. Assumes responsibility for completing assigned work.

Completes assigned work within deadlines in accordance with directives, policies, standards, and prescribed procedures. Maintains accountability for assigned responsibilities in the technical, human, and conceptual areas.

Working Conditions:

Works indoors or outdoors in all types of weather. Also works in roadways where vehicle traffic hazards exist. Must be able and willing to work up to a 10-hour shift, early mornings, late evenings, holidays, and weekends.

It is understood that every incidental duty connected with operations enumerated in the job description is not always specifically described, and employees, at the discretion of the City, may be required to perform duties not within their job descriptions. As an essential employee of the City of Kissimmee, under the authority and direction of the City Manager, employees will report to work and be assigned certain tasks that may be outside of their normal responsibilities and areas of responsibility to serve the citizens of Kissimmee for life and/or structural preservation during a declared an undeclared emergency.
