The Oregon Department of Corrections (ODOC) seeks to employ career-oriented candidates and offers employment opportunities in a wide variety of challenging occupations. We are actively recruiting for an Operations and Policy Analyst 2, Treatment Coordinator. If you are selected, you will become part of a team that supports statewide addictions treatment programs across multiple Department of Corrections facilities. This recruitment will be used to establish a list of qualified candidates and may be used to fill future vacancies.

Duties

The position is responsible for the planning, oversight, and coordination of substance use disorder treatment and problem gambling treatment services delivered to adults in custody (AIC) in prisons throughout the state. The unit oversees multiple programs designed to address the clinically-relevant treatment needs of AICs enrolled in addictions treatment services. The primary position purpose is to be the liaison between the Contract Service Providers (CSP) and the agency, to support the Treatment Administration in their oversight of these programs, as well as to consult and assist agency-run treatment programs. This position coordinates Oregon Health Authority program audits, reviews CSP monthly reporting, assists with the development of operational procedures, and co-chairs a committee which reviews AICs for potential treatment program placement. It also monitors contract service provider compliance with contract provisions, agency strategic goals, and agency initiatives. This role monitors best practice innovations and research from the addictions treatment field and prepares summaries or presentations on findings to administration, upon request. The position assists administration with improving and expanding treatment services for AICs.

Minimum Qualifications

A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science, or any degree demonstrating the capacity for the knowledge and skills; AND two (2) years professional-level evaluative, analytical, and planning work.

OR

Any combination of experience and education equivalent to five (5) years of experience that typically supports the knowledge and skills for the classification.

Additional Requirement for Qualification

Certified Alcohol and Drug Counselor 1 (CADC-I) with the Mental Health and Addiction Certification Board of Oregon (MHACBO).

Desired attributes

  • An understanding of the chronic disease approach to substance use disorder treatment

  • Experience with professional writing and development of professional reports

  • Experience collecting and/or interpreting data for evaluation of processes, systems, or programs

  • Credentialed as a Qualified Mental Health Associate or Qualified Mental Health Professional

  • A Certified Alcohol and Drug Counselor 2, or higher, credential with the Mental Health and Addiction Certification Board of Oregon (MHACBO).

Working Conditions

This position is based out of the Central Health Services Office in Salem, Oregon, however, the position frequently visits ODOC facilities to review and support the comprehensive treatment programs. You will work in close contact with adults in custody in the institution setting and may be exposed to hostile situations or incidents. You may be exposed to adults in custody that may become physically and/or verbally abusive and requires vigilance and awareness.

Requirements for Employment

Successful candidates for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, there may be some felony convictions that could disqualify you for this position. However, having a felony record does not exclusively restrict you from being considered as an applicant. CJIS clearance is done at the conditional job offer. The salary range listed above is for non-PERS qualifying applicants. PERS qualifying applicants may be eligible for an adjusted range. Also provided are fully paid retirement program, modest life insurance policy, paid holidays, vacation, and sick leave.
