Description:Responsible for one of five Commander aimpoint/technology focus area for the future innovation. Coordinates research and Development timeline and funding for multiple Information Technology related projects.

De-conflicts and synchronizes efforts with other technology areas as required. Leverage partner resources; develop and submit requirements for rapid development and fielding of critical technology to the command.

In coordination with the J5 and supported units, develops and publishes the future Technology Operating Environment document, focused on mission sets between 5-10 years in the future. Develops the Technology RDT&E Roadmap for the Command.

Coordinate advance technology projects with the National Laboratories (ORNL, LLNL, LANL), Service laboratories, DARPA and DIU for the Enterprise. Builds relationships and cooperative agreements for research and development with relevant academic institutions and industry. Coordinate technology focused events with SOFWRTXs and academic partners (Carolina Research Institute, Naval Postgraduate Schools, Carnegie Mellon, UC Berkeley, ect).

Prepares briefings and regular updates for senior leadership within the command, including the CG's Bi Weekly Technology Synch, the Tech Standup with the Chief Technology Officer, quarterly Commander's Decision Round Table (CDRT), and weekly J8 SITREP to the Commander. Develop message, coordination and synchronization with current and potential innovation partners in academia, government, industry and critical international military partners in order to benefit the command's mission.

Prepares white papers, trip reports, information papers, decision briefs, executive summaries, and utilizes the Decision Tracker and Social cast for developing and communicating critical documents for the Command. As needed, plan and execute innovation synuch conferences, meeting and VTCs with the technology Community of Interest.

Attends conferences, symposiums, working groups and developmental sessions for relevant technology areas. Serves and the eyes and ears for the command for technology scouting and cutting edge innovation that will directly benefit the command and its critical mission sets.

Basic Qualifications:

Comprehensive knowledge of military organizational structures, and the functional interrelationships.

Comprehensive knowledge of MS Office Suite to include SharePoint and InfoPath, Social Cast.

Must be able to obtain and maintain necessary security qualifications

Must be able to work well with public as well as with co-workers

Must be a self-starter and work independently with no or minimum guidance and be willing to listen and work with others

Excellent written and verbal communication skills

Desired Skills:

TS/SCI clearance

Vast knowledge in computers

Joint military service experience

THIS POSITION REQUIRES AN ACTIVE TOP SECRET CLEARANCE Serves as the Operations Liaison Officer for SA, responsible for providing subject matter expertise to the chain of command on all topics related to full-spectrum SA, to include operational requirement prioritization, training, funding, manning, and compliance protocols associated with SA policies, statutes, authorities, and directives. Supports HQ Operations section on all matters relating to Sensitive Activities, Conduct Liaison for (USASOC), responsible for representing in-theater activities, capabilities, plans, policy, exercises, and strategy to other major commands, other theater combatant commands, Joint Chiefs of Staff (JCS), DOD, and National Agencies. Facilitates planning in support of course of action (COA) development and subsequent JTF operations in Theater, which affect the equities or jurisdictional interests of either USASOC or the Army. Prepares briefings to senior military and civilian personnel on a spectrum of topics to include operational use, risk mitigation, and program development. Provides long-term continuity in support of USASOC SA and real world operations by providing bridging knowledge to USASOC as executive management. Closely and routinely, coordinates, de-conflicts, and interfaces with multiple, higher, lower, and adjacent commands and agencies throughout DOD and at other federal, state, commercial, and international organizations to ensure the operational and administrative equities of each entity to fully understand and protect all SA equities. Mastery of all matters related to SA operations. Maintains regular contact with USSOCOM, the Geographic Combatant Commands, Theater Special Operations commands, and other interagency partners. Basic Qualifications: Must have an active Top Secret clearance Ability to ensure SA programs comply with relevant statuses, executive orders, regulations, directives, and policies/procedures. Knowledge of public affairs and FOIA. Ability to prepare a wide range of guidance papers, information papers, staff studies, fact sheets, surveys, and other similar documents concerning intelligence and operations security matters. Knowledge of DOD policy, guidance, and regulation as it pertains to highly sensitive, unique, and advanced special operations. Knowledge of administrative requirements on behalf of subordinate personnel, to include employment, time cards, performance counseling, evaluations, award recommendations, and promotions.
