The Mission of the Department of Public Instruction:
The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.
The North Carolina Department of Public Instruction is seeking applicants for an Accounting Manager I (Working Title: Operations Accounting Manager) for our Financial Business Services/Agency Financial Services Division.
The Division of Financial Services performs all state-level financial planning, reporting, budgeting, and accounting services for the Department of Public Instruction. It performs program analyses and internal services and monitoring for the Department and is responsible for supporting the financial and personnel systems. There are six primary work groups in this division- Budget Management, Accounting Controls and Reporting, Cash Management, Accounts Payable, Grant Administration, and Purchasing and Contract Services. The Division has a total of 33 positions.
This position serves as the Operations Accounting Manager for AFS and has supervisory responsibility for the Cash Management Section and is responsible for managing the daily cash activities. This includes the hands-on monitoring of all daily cash entries in the general ledger and closing out cash for all budget funds each month. This position must analyze the impact of state and federal cash activities, including the state and federal funding to the Public-School Units (PSUs), State Charter Schools, State Lab Schools and School Technology. This position will work closely with DPIs School Business Section on system processes and procedures and assist with determining the necessary modifications and notifications which must occur and be instrumental in the execution of these modifications. This position will work with the School Business section to ensure that the external expenditures for PSUs, Charter Schools, Lab Schools and Tech Schools align accurately to DPI's internal general ledger. This position will work closely with the Grants Section on recording federal drawdowns and other AFS sections to ensure general ledger transactions are recorded accurately. The position provides Division operational support to the Agency Controller and serves in their absence. This position participates in setting agency and division goals, makes recommendations on procedure and policy development, and monitors process and reporting compliance.

ADDITIONAL EXPECTATIONS OF THE POSITION:
Demonstrated knowledge of Generally Accepted Accounting Principles (GAAP) and the ability to apply those principles in day-to-day accounting activities.
Demonstrated knowledge interpreting state and federal policies and regulations.
Demonstrated experience managing cash for multiple budget funds.
MANAGEMENT PREFERENCES:
Experience in the following: Supervisory Experience, NCFS, and Core Banking. Strong written and oral communication skills.

Bachelor's degree in accounting, or a degree in business administration, finance, public administration, or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and five years of professional accounting experience in the preparation and review of interpretive or analytical accounting, financial statements and reports; of which at least one is supervisory; or equivalent combination of education and experience.
Some positions may require certification as a Public Accountant.
