The Enterprise Operations Department is seeking a Manager level employee responsible for supporting the end-to-end oversight of payment and security processing activities. This individual will be accountable for helping the Director establish a centralized comprehensive governance program over the company's cash payment activities/systems.

Your work falls into the following primary categories:

  • Support maintenance of Payment Risk Management Framework and Risk Assessment Methodology that conforms with industry leading practices, standards and specifications;

  • Support creation and maintenance of Corporate procedures, and process and information/technology standards for corporate payment process;

  • Execute oversight of line of business and IT divisions implementation of Corporate procedures through review of process documentation, controls and execution evidence

  • Support periodic corporate aggregation assessments of unmitigated payment risks across the company, including using threat modeling approaches to identify new fraud threats;

  • Support periodic assessments of the end-to-end design of controls for all payment processes and ensure that business areas (that own payment processes) update their business process flows and perform risk and control assessments on a periodic basis with their IT partners as outlined in Corporate Risk Assessment Standard;

  • Review significant changes that impact payment processes or systems before release to a production environment to ensure that the risk and controls have been adequately assessed from an end-to-end view;

  • Support maintenance of resiliency/disaster recovery plan for end-to-end payments processes; and

  • Define and execute training Freddie Mac staff about payments fraud; industry trends and appropriate safeguards and tips

  • Support department's operational risk and control self-assessment, issue management and liaise with internal audit

  • Bachelor's degree plus 7-10 years of operational risk/process management and/or audit experience

  • Sound analytical and communications skills

  • Ability to think broadly but also be detail-oriented

  • Ability to understand and work with a diverse group of stakeholders within first, second and third line functions

  • Self-motivated, pro-active, and result-driven problem solver with the capability of managing multiple priorities without heavy supervision

  • Capable of working independently or within a collaborative team environment

  • Strong working knowledge of Microsoft Office (Excel, PowerPoint, Word, SharePoint, Visio)

  • Previous big four experience and/or relevant professional certifications (CISA, CISSP, CISM, CIA, CPA, CFA, Six Sigma green belt/black belt, etc.)

  • Familiarity with the COSO internal control framework, threat modeling and executing internal control testing

  • Knowledge of business resiliency, third party and information and technology risk and control capabilities (architecture, identity and access management, software/hardware security, etc.)

  • Knowledge of mortgage industry and financial service payment processes

VIEW JOBS 12/13/2018 12:00:00 AM 2019-03-13T00:00 The Reporting Operations Manager will report to the Reporting and Analytics Lead. The role will be accountable for supporting the Reporting and Analytics Lead in defining stakeholder reporting and analytics requirements as well as the production of ongoing and ad-hoc operational risk reporting and analytics. The Reporting Operations Manager will work with specialized EOR domain risk leads (e.g., Business Resiliency) to ensure consistency of reporting across operational risk. The role will also work with the EOR business-aligned risk leads and division risk officers (DROs) in the business to develop, implement, and maintain reporting and analytics processes in the business (1LOD). The role will also assist in coordinating with other risk leaders in the second line of defense (2LOD) to drive consistency in reporting across risk disciplines, as needed. Specific responsibilities will include: Reporting * Assist Reporting and Analytics Lead to identify operational risk reporting requirements to meet the needs of business, management and the Board * Help define and implement the risk reporting strategy to meet the stakeholder requirements * Assist in designing risk reports (e.g., standardized formats, templates) to meet strategy and stakeholder requirements, and identify appropriate data sources * Support collaboration with risk leads to define risk reporting requirements to be provided by 1LOD to support overall risk reporting, data analytics, KPIs/KRIs and data required for scenario analysis and loss modeling and the independent quality assurance function (e.g. testing) * Support production of ongoing operational risk reporting to the Chief Enterprise Risk Officer (CERO), the Board, and the regulators (e.g., event reporting and analysis, risk appetite metrics and KRIs/KPIs reporting, operational risk profile, top risks, emerging risks, issues) * Drive collaboration with risk leads to obtain input and context for analysis of reporting information (e.g., highlights, qualitative commentary) * Determine reporting technology requirements (e.g. Tableau) and support collaboration with Risk Platform Lead and other EOR leaders on technology selection, implementation, and use Analytics * Assist Reporting and Analytics Lead in identification of the risk appetite metrics and key performance indicators/key risk indicators (KPIs/KRIs) for operational risk, with content and subject matter expertise input from the risk leads * Support collaboration across the three lines of defense to define ongoing data analytics requirements * Support performance of operational risk data analytics to evaluate risk profile and identify trends, with input from the risk leads * Assist in data gathering and storage, including intercept and store large sets of data to support the Business Risk Lead testing procedures and/or the Scenario Analysis and Loss Modeling function * Support performance of analytics in response to ad-hoc requests from EOR leaders to support 2LOD oversight and challenge activities * Determine analytics technology requirements and collaborate with to Risk Platform Lead and other EOR leaders on technology selection, implementation, and use * Bachelor's degree in related field, Master's preferred * 5+ years of experience in operational risk management at a large financial services institution(s) * Experience in design/production of reports, data management and analytics * Experience with Key Risk Indicators (KRIs) and Key Performance Indicators (KPIs) * Ability to utilize historical data to make strategic decisions * Knowledge of regulatory requirements related to operational risk management (e.g. Basel) * Ability to work effectively and collaboratively with diverse group of stakeholders * Ability to motivate and inspire action through interpersonal skills * Proactive leadership * Strong written and oral communication skills * Strong business acumen and problem-solving ability * Detail-oriented and strong organizational skills * Database systems of SQL * Data analytics and data visualization tools, such as Tableau and MicroStrategy) * Experience with SDLC process both waterfall and Scrum * Ability to understand and communicate connectivity points between disparate datasets * Data mining and data cleansing techniques Key to success in this role * A sense of humor * Intellectual curiosity and position flexibility * Ability to work across silos * Ability to use data to formulate and tell a story Top 3 Personal Competencies to possess * Partnership - Work side by side with various groups throughout the enterprise to develop and build high quality deliverables * Drive for Execution - Focus on results rather than the appearance of results * Seek and Embrace Change - Look for new ways to leverage information and tell a story * Familiarity with GSE's regulatory operational risk framework, including prudential standards and FHFA advisory bulletins * Data modeling and data architecture * Machine learning * Big data tools, such as Hadoop, Spark, Hive, and Cassandra * Basic skills in Microsoft Excel, Microsoft PowerPoint, Microsoft Access Today, Freddie Mac makes home possible for one in four home borrowers and is one of the largest sources of financing for multifamily housing.
