Knowesis is seeking an Operational Medicine (OPMED) Senior Healthcare Policy Analyst Team Lead to provide subject matter expertise across the Military Health System (MHS) in support of the Office of the Deputy Assistant Secretary of Defense, Health Readiness Policy and Oversight (DASD,HRP&O), specifically in the areas of OPMED/casualty management (CASMAN). The Senior Policy Analyst leads a team of health professionals in developing policies and programs across the continuum of care from point of injury to theater evacuation. The Senior Policy Analyst provides staff-officer level support across a breadth of OPMED/CASMAN programs, including, but not limited to, Tactical Combat Casualty Care, Traumatic Brain Injury/Warfighter Brain Health in support of the Client's key mission objectives.

This position requires a candidate to hold secret clearance and requires U.S. Citizenship (applicants without proof of US citizenship will not be considered due to the position's security clearance requirement).

The Job Duties and Responsibilities include but are not limited to the following:

  • Evaluate emerging casualty health care science and methods for possible utilization by the MHS to improve the effectiveness and efficiency of deployment health activities.

  • Analyze mechanisms and strategies for health care delivery programs for deployment health. The SHPA shall provide subject matter expertise and recommend appropriate strategies and technical approaches to the government to assist with policy revision and procedural changes to existing programs based on medical literature and current standards of care.

  • Support government clients in policy development for effective implementation of Clinical Practice Guidelines (CPGs) that positively impact the deployment health status of our Armed Forces.

  • Provide subject matter expertise in activities across the continuum of care from point of injury (POI) to theater hospitalization, and recommend new strategies for developing, implementing, and disseminating deployment health programs.

  • Support the government in assessing current policies and make appropriate recommendations for improvement for the Military Departments and DoD agencies concerning the access and quality of care provided to Service members during deployment.

  • Review and analyze complex technical issues in the areas of deployment health related to benefits, cost containment, and the organization of service delivery for Service members as evidenced in current literature and by analysis of aggregated MHS data.

  • Monitor and assist the government in coordinating DoD deployment health programs and evaluate DoD compliance with currently accepted standards of care.

  • Provide periodic review of current issues and support the development of new interagency agreements with the Department of Veterans Affairs and other federal agencies that impact force health protection and deployment health issues.

  • Conduct Business Case Analysis (BCA) as it applies to deployed health information technology products to support force health protection and deployment health.

  • Participate in the Joint Capabilities Integration and Development System (JCIDS) process supporting combat casualty care initiatives.

Required Qualifications:

  • Experience in leading teams of highly educated and experienced healthcare professionals in a fast-paced and highly visible work environment.

  • Ability to conduct duties as an Action Officer (drafting and coordinating staffing actions, responses to Congressional Inquiries, Reports to Congress, Briefing Packages, etc.).

  • Comfortable working around senior officers and executives; must exhibit tact and diplomacy and have strong interpersonal and writing skills.

  • 5-7 years of experience related to support of or practicing clinical care in operational/field environments.

  • Analytical experience in Operational Medicine and Casualty Management.

  • Proficient with MS Office Suite (excel, PowerPoint, word)

Preferred Experience:

  • Knowledge in the prevention, treatment, and rehabilitation of individuals with battlefield injuries and familiarity with the Joint Trauma System (JTS) and Department of Defense (DoD) TBI/WBH initiatives.

  • Working knowledge of Special Operations Command medical capabilities

  • Knowledge of government processes such as: DoD/Service policy development and staffing; JCIDS; Health Surveillance; Planning, Programming, Budgeting, and Execution (PPBE) or Earned Value Management (EVM); and outcome measurements.

Certifications:

  • Certifications and/or membership and participation in professional associations relevant to the position are a plus.

Required Education:

  • Minimum of a Master's degree in a health-related field OR Bachelor's degree with extensive DoD experience in an operational/field environment.
