ICF is seeking an experienced Operational Design and Training/Technical Assistance Lead to help the State of Texas manage federal grants to carry out strategic and high-impact activities to mitigate disaster risks and reduce future losses in its communities.

You should have in-depth experience with the U.S. Department of Housing and Urban Development's (HUD) Community Development Block Grant (CDBG) and Community Development Block Grant - Disaster Recovery (CDBG-DR) programs as well as an understanding of other federal disaster recovery programs and applicable cross-cutting regulations.

You will lead a team of talented subject matter experts to develop and implement policies and procedures for HUD-funded mitigation programs. Responsibilities may include serving as an expert on policy and regulatory issues, developing written materials, managing staff, and managing the client relationship for your team. You will also lead a team of instructional design experts to design and deliver training and technical assistance to local Texas governments, including developing web-based training videos. This senior level position requires the ability to think on one's feet and adjust to an ever-changing environment.

Some travel may be required to provide training or technical assistance to local governments. The amount of travel and locations will vary based upon training needs but will average approximately 30% of total time.

Key Responsibilities:

  • Lead the development of standard operating procedures for HUD-funded mitigation programs in Texas.

  • Lead the development of short web-based training videos, job aids, process flows, and other resources to institute standard operating procedures.

  • Develop a customized training plan for the client and manage updates as needs evolve.

  • Provide guidance and expertise on Federal regulations (CDBG-DR, cross cutting Federal requirements, Duplication of Benefits, etc.) and translating them into program implementation.

  • Help refine program procedures and processes for implementation.

  • Develop trainings on applicable federal regulations and requirements (e.g. environmental review, labor standards, acquisition/relocation, fair housing, duplication of benefits, and others).

  • Help identify grantee or subrecipient needs and develop customized technical assistance offerings to build capacity to administer CDBG-DR/CDBG-MIT funded projects and programs.

  • Work with staff to set up and effectively utilize systems and be able to interpret and apply the regulations within the context of these systems.

  • Institute appropriate processes to evaluate training and technical assistance outcomes and adjust as needed.

Basic Qualifications:

  • Bachelor's degree in Planning, Public Policy, Government, or a related discipline.

  • 10+ years of experience of hands-on experience with CDBG/CDBG-DR programs, regulations, and implementation.

  • Significant experience developing and delivering training and technical assistance related to HUD-funded infrastructure, buyout/acquisition, and housing recovery programs.

  • Solid knowledge of how housing and community development programs are implemented at the state and local level.

  • Project and personnel management skills.

Preferred Skills/Experience:

  • Master's degree in Planning, Public Policy, Government, or a related discipline.

  • Experience working in a consulting firm or public agency.

Professional Skills:

  • Excellent verbal, interpersonal, and written communication skills.

  • Highly organized and able to meet all client deadlines.

  • Demonstrated attention to detail and ability to produce high-quality client deliverables.

  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel, SharePoint).
