The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.
SPA's NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage.
SPA has a near-term need for a Joint Operational Command and Control Analyst to support Concept Development onsite in Norfolk, VA.
Responsibilities
SPA is seeking a seasoned concept developer to work collaboratively with NATO Stakeholders to support Joint Operational Command and Control Concept Development. The OC2 Analyst will be responsible for taking complex, technical information and translating it into an easily understandable format. Will support OC2 Branch Concept Development Team regarding format and content of requirements and prepare documents in compliance with internal procedures. Will develop, draft, write, and edit concept documents. Will translate technical information to clear, readable documents to be used by technical and non-technical personnel, and conduct research and ensure the use of proper technical industry terminology. Support concept development workshop activities such as preparing briefs, wargames, and be able to facilitate stakeholder engagements. Will establish and maintain excellent internal and external customer relations at all levels of the organization, while producing high-quality documentation that meets applicable standards and is appropriate for its intended audience and wide-spread publication.
Qualifications
Required:
Active NATO or National Secret Security Clearance
Bachelor's degree in International Relations, Military Science, or Operational Analysis
Demonstrate a working knowledge of at least 3 years in the last 10 in the field of Command and Control
Demonstrate working knowledge of command architectures
Demonstrate a working knowledge of at least 3 years in the last 10 in the field of concept development
Project Management experience in the past 10 years
Demonstrate working knowledge of briefing senior leaders/decision makers
3 years experience in the last 10 with working in a National or NATO strategic or operational command
Proficiency in Microsoft Office Suite
