This series of positions interviews and assesses initial and/or ongoing eligibility for the Colorado Child Care Assistance Program (CCCAP) and/or creates fiscal agreements with childcare providers. This position also provides CCCAP basic knowledge/education to childcare providers.  This series of positions operates under general supervision.

Compensation is based on experience and qualifications

  • Provides excellent customer service to applicants/participants, staff, all partners, and childcare providers.

  • Interviews applicants/participants regarding income, resources, household composition, and employment status to assess their eligibility for the Colorado Child Care Assistance Program (CCCAP).

  • Assists applicants in completing all forms and obtaining necessary documentation.

  • Reviews applications for accuracy and completeness, verifies all information, and determines eligibility and parental fees.

  • Explains program eligibility requirements to applicants and childcare providers, including all rules and regulations, his/her/their rights and responsibilities, available benefit dates, reason for approval or denial and the right to appeal.

  • Completes monthly reports that are instrumental in discovering discrepancies that could affect participant's eligibility.

  • Completes monthly reports that are instrumental in discovering childcare provider payment discrepancies.

  • Assist with state audits and reports as needed.

  • Assists in complaint resolution with childcare providers or clients.

  • Reviews and completes re-certifications.

  • Reviews cases regularly for continuing eligibility taking necessary action in response to changes.

  • Participates in dispute resolution process with applicant/participant/childcare provider when requested.

  • Prepares evidence, attends and testifies in state level hearings on applicant/participant/childcare provider appeals.

  • Partners with childcare providers and other agencies to achieve positive outcomes for clients.

  • Performs other related duties and responsibilities as required.

  • Knowledge of rules for all public assistance programs, as applicable.

  • Conduct effective interviews relevant to determining eligibility.

  • Knowledge of CHATS and CBMS strongly preferred.

  • Proficiency in Microsoft Office, including Excel.

  • Apply basic math skills, read, interpret, and apply rules and regulations.

  • Communicate clearly and concisely, both orally and in writing.

  • Differentiate between relevant and non-relevant information when making eligibility decisions.

  • Input data accurately into CHATS and detect errors/make corrections.

  • Skills related to customer service and a liaison between CCCAP and applicants/participants/child care providers.

  • Ability to establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

  • Child Care Assistance Program Specialist I: Responsible for processing at least one type of CCAP case: Low-Income CCAP, Child Welfare CCAP, Colorado Works CCAP, or CCAP Providers.

License or Certificate : None.

Background Check : Must pass a criminal background check.

Bilingual applicants are preferred.

Essential duties require the following physical abilities and work environment:

Ability to work in a standard office environment.

Ability to engage and educate the community about CCCAP during outreach events.
