The Civil Health Operation is seeking an O&M Deputy Manager in Baltimore or Rockville, MD to support our FDA programs. The Systems for Inspections, Recalls, Compliance Enforcement (SIRCE) and Imports program supports the Food and Drug Administration (FDA) Office of Regulatory Affairs' (ORA) critical work to safeguard the foods, drugs, devices, biologics, and veterinary products that the Agency regulates. These systems continue to evolve to meet emerging business needs and to support new mandates and initiatives. It is important to respond to customer needs and issues. The Deputy O&M Manager is a highly technical and visible position that requires a strong mix of communications skills and hands on technical trouble shooting to support application issues and application of preventative measures. Specific roles & responsibilities for the Deputy O&M management position include but not limited to the following: - Technical leadership of projects with skills in coordination, trouble shooting, identification of issues, risks, and schedules

  • Familiar with Middleware and infrastructure tools (e.g. Web servers, Oracle Forms, load balancers, Directory services, Authentication services) - Trouble shooting applications, interfaces, and server OS issues (LINUX, Windows, Exadata, Exalogic, Oracle databases) - Communication with internal team members and with external customers to communicate preventative measures, status, updates on risks and schedules

  • Leadership on the Operations and Maintenance team o Backup to the O&M Lead o Chair the weekly O&M status meeting, preparation of the agenda, updates, status, distribution of updated meeting notes o Monthly rotational basis for on call leadership/supervisory support o Lead patching events and activities that require off shift hours over a weekend on a monthly basis

  • Software development and/or test experience is a plus

Minimum Qualifications Bachelor's Degree required, preferably in a technical discipline

  • General knowledge of firewall rules, networking configurations and access

  • Minimum8 years Project leadership/management and oversight of complex IT projects

  • Minimum 5 years system configuration with applications, LINUX servers, Windows servers

  • Minimum 5 years of enterprise level system and application trouble shooting for Database applications, Web applications, and client/server applications

  • Strong verbal and written communications skills

  • Ability to clearly articulate key technical concepts and ideas.

  • Ability to work well in a team environment spanning multiple locations.

  • Ability to work independently and with a team

Requires US Citizen or US Person with the ability to obtain a Public Trust Clearance.Desired skills: FDA Customer experience Experience with large-scale datacenter applications Cloud Computing experience with AWS, Azure, and VM Ware

Deputy Project Director for The Demographic and Health Surveys Program ICF is recruiting for a Deputy Project Director to support the USAID funded Demographic and Health Surveys (DHS) Program in Rockville, MD. Join the longest enduring survey program for low and middle-income countries providing technical assistance to participating countries for the implementation of household and facility-based surveys. The DHS Deputy Project Director will work together with the DHS Project Director to provide vision and leadership to DHS and help to carry out overall contract management and oversight functions. This is a full-time position, requiring overseas travel up to 30% of the time. What you'll do: * Work closely with the project director to provide leadership and vision to The DHS Program * Negotiate surveys in host-countries including survey questionnaire and biomarker content and budgets * Provide technical leadership for survey data collection and analysis and use of DHS data * Provide direction and oversight to ensure high quality implementation of 30-40 surveys at any given time * Supervise and mentor a diverse team of technical and support staff including survey managers * Work with contracting staff to create subcontracts with implementing agencies and other organizations * Manage and oversee timely communications with USAID, other donors, and host-country implementing agencies and ministries What experience you need: * Advanced degree in demography, public health, epidemiology, or related health, medical, or social science discipline * At least 10 years of experience in the management of large-scale international health or development projects, with proven capacity in managing and supervising a diverse team of technical and support staff * At least 7 years of experience in managing or implementing population-based and/or facility-based data collection * Demonstrated competence working within United States Government (USG) regulations and procedures * Proven experience in establishing working relationships and collaborating with host country governments and either USG, bilateral, or multilateral donor agencies * Fluency in spoken and written English * Strong understanding and experience with the analysis of population-based and/or facility-based data Preferred experience: * Doctorate degree in demography, public health, epidemiology * Demonstrated experience in facilitating the dissemination and use of population-based and/or facility-based data in developing countries * Fluency in French, Spanish, Portuguese or Arabic * Proven expertise in survey budgeting and subcontract development ICF offers an excellent benefits package, an award winning talent development program, and fosters a highly skilled, energized and empowered workforce.
