General Summary:
Designs, develops, documents, tests and debugs applications software and systems that contain logical and mathematical solutions. Conducts multidisciplinary research and collaborates with equipment designers and/or hardware engineers in the planning, design, development, and utilization of electronic data processing systems. Determines computer user needs; analyzes system capabilities to resolve problems on program intent, output requirements, input data acquisition, programming techniques and controls; prepares operating instructions; designs and develops compilers and assemblers, utility programs, and operating systems. Ensures software standards are met.

Minimum/General Experience

  • Knowledgeable of Naval Ordnance Information Systems.

  • Knowledgeable of applicable standards.

  • Software development experience.

  • Mathematics -- Using mathematics to solve problems.

  • Critical Thinking -- Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.

  • Active Learning -- Understanding the implications of new information for both current and future problem-solving and decision-making.

  • Metrics creation and reporting.

Duties/Specialized Experience

  • Requires extensive knowledge of one or more platforms and operating systems, and of programming languages such as C and C++.

  • Knowledge of one or more systems architectures such as client/server and distributed processing.

  • Complex Problem Solving -- Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.

  • Experience as an applications programmer on large-scale database management systems.

Operations Analysis -- Analyzing needs and product requirements to create a design.

Requirements

  • Must have or must obtain and maintain a certification that complies with DoD 8570.01-m IAT Level I baseline certification requirements.

  • Must be a US Citizen

  • Must have a final Secret Clearance

Minimum Education

  • High School diploma with ten years of specialized experience and twelve years of general experience.

Alternative Education

  • Associate's degree (in the fields described below) requires nine years specialized experience and twelve years of general experience.

  • Bachelor's degree (in the fields described below) requires eight years specialized experience and ten years of general experience.

  • Master's degree (in the fields described below) requires seven years of specialized experience and eight years of general experience.

  • Ph.D. (in the fields described below) requires six years specialized experience and seven years of general experience

Note: Degrees must be in the fields of Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline.
