Job Description and Duties

Under the general direction of the Oil Spill Prevention Supervisor I, the Oil Spill Prevention Specialist will provide marine facility, pipeline, vessel, maritime, tank truck and/or railroad expertise in various developmental and ongoing functions of OSPR's oil spill prevention and response programs, and serves as a departmental technical expert on the more difficult and complex issues related to preparedness, prevention and response. The incumbent will review and verify State required industry oil spill contingency plans; ensure compliance with regulatory requirements; conduct field programs of prevention, oil transfer operations monitoring, training, inspections, and drills and exercises; update information in appropriate databases; respond to pollution incidents as a member of the Field Response Team (FRT) or independently; provide spill causal information and quantification expertise during all spill responses; and prepare reports and update spill database on response and findings. Working Conditions

Ability to use a computer keyboard for several hours a day; must be able to operate a motor vehicle and be prepared to travel using a state vehicle; ability to operate 4 wheel-drive vehicles; ability to climb obstacles, perform safely around heavy operating equipment; and to wear/ perform in Level C and D personal protective equipment.

Additional Conditions: OSPR is a 24-hour oil and pollution spill response organization. The incumbent in this position can be required to participate in prevention and response training, drills and incidents throughout California, and to be available to deploy/travel with short notice for extended periods (up to 7 days).
