Nature of Work

This announcement may be used for any of the 3 job levels indicated. Oil and Gas Inspector requires 1-2 years oil and gas experience.

Performs technical and field inspection work in the oil and gas program to determine compliance with applicable laws, regulations, permits and best management practices within an assigned region of the state. Authority is given to follow-up violations with initiation of civil or administrative proceedings or criminal prosecution, including swearing out warrants, or taking other action provided by law to effect prosecution, in compliance with established procedures. Work requires a knowledge of the permitting process and regulations related to oil and gas drilling operations.

Work requires travel and outside work in varying weather conditions and over difficult terrain. Subject to emergency response, being on-call and temporary assignment to a different geographical area of the state as necessitated by environmental conditions and agency needs. May be assigned to an area of specialization as detailed above. Performs related work as required.

Appointment above the minimum salary shown may depend on qualifications and agency need. Appointments to Oil and Gas Inspector Specialist or Oil and Gas Supervisor may be considered if positions are available and at the discretion of the agency.

Higher levels require additional experience. See Requirements below. The written test is required for all levels.

Hiring Process: Apply Online.

This job requires a written examination and an oral examination. Applicants selected for the oral exam will be notified based on written test performance and the total number of available applicants. Not all applicants will be selected for oral examining.

Written Exams are given in several locations and no appointment is necessary. You MUST apply online PRIOR to testing. (See below to download study files.) Your application will not be reviewed prior to testing.

For test schedules, and locations refer to the city listing below. You do not have to take a copy of the online application to the test center.

Online applicants who do not test within 90 days of application will be rejected. There is a 30 day re-test waiting period. Caution: Any time you re-take the same test your new score, whether higher or lower, will automatically replace any previous test scores.

You may bring and use a basic, non-programmable, calculator during the test. Cell phones are not permitted. Calculators are NOT provided.

If you must change/add work preferences, county availability, work history, or training, send us a letter and we will update your record. Minimum Qualifications

To qualify, you MUST meet one of these alternate requirements regardless of your testing performance. Applicants who test without meeting minimum requirments will NOT be scored.

Note: No specific amount of education is required.

Required experience in the oil and gas industry shall include technical experience in well design, drilling, completion, production, plugging, underground storage operations, well safety, well construction, well drilling environmental compliance, oil and gas technical work, or other related work. Oil and Gas compliance or inspection experience in a government agency may be considered. Note: Other types of non-drilling related experience such as oil and gas distribution or retail operations does not qualify.

Oil and Gas Inspector jobs require one of the following:

TWO years of actual relevant experience in the oil and gas industry as described above.

OR, A related bachelor's degree in a natural, physical, biological, or applied science, or in engineering PLUS ONE year relevant experience in the oil and gas industry.

OR, A petroleum technology associate's degree PLUS ONE year relevant experience in the oil and gas industry.

OR, One year of actual and relevant environmental experience in wastewater, solid waste or reclamation PLUS ONE year actual and relevant experience in the oil and gas industry.

Special Requirements:
Must be eligible for license to operate a motor vehicle. Must have good theoretical and practical knowledge of oil and gas drilling and production methods, practices and techniques, sound safety practices and applicable water and mining laws.

Oil and Gas Inspector Specialist positions require four years experience in oil and gas (industry or inspection). Two years of which must have been in the oil and gas industry. Degrees as described above may substitute for one year of the oil and gas industry experience. (The same testing procedures apply.)

Oil and Gas Inspector Supervisor positions require five years experience in oil and gas (industry or inspection). Two years of which must have been in the oil and gas industry. Degrees as described above may substitute for one year of the oil and gas industry experience. (The same testing procedures apply.)

Employee must reside in West Virginia. You must officially reside in West Virginia at the time of appointment. (WV Code 22-6-2a)

You may attach your transcript or training records to the online application; however, verification is not required at time of application. If you do not meet the minimum requirements for Oil and Gas Inspector your test will not be scored.

Job Purpose: Position reduces the account receivable balances of designated accounts by working with customers, branches, and national account personnel to collect outstanding amounts, assist in the resolution of issues in accounting and billing processes which may affect customer payments, and root cause problem resolution. Responsibilities Individual must be able to perform the essential duties with or without reasonable accommodation. * Using periodic aging data as a guide, research issues which may be contributing to problems in collection of amounts outstanding. * Gain understanding of customers' accounting systems and procedures to modify the transfer of data to meet customers' payables requirements. * Using bi-weekly priority collection list, monthly aging, and follow-up comments, make collection calls to those non-national account customers who are delinquent. Arrange and follow-up payment schedules, or work with customers and branches to resolve issues preventing payment. * Set up new customer accounts based on appropriate credit review process, and periodically review and re-evaluate credit for existing customers. Maintain permanent credit file information. * Review daily payment discrepancy notices, forwarding to customer or branch as appropriate. Work with customer and/or branch for solution through clearing of discrepancy from customers' account using interpersonal communication and research of transaction through SIMS and other MRC systems. * Carry out other duties within the scope, spirit, and purpose of the job; * Take reasonable care for the safety and health of yourself and others; report workplace hazards, injuries, or illness immediately. Qualifications Any combination of requirements, which provide knowledge and abilities necessary to perform essential duties and responsibilities, will be considered. * Undergraduate degree in accounting or finance or equivalent combination of education and work experience that provides the knowledge and abilities necessary to perform the work; * Experience in process evaluation, problem resolution, or comparable experience necessary. * Ability to contribute to the quality process by learning new procedures and functions within the department as needed. * Good accounting and business math skills needed to accurately understand customer Accounts Payable data. * Strong working knowledge of MS Office, with emphasis in Excel; ability to learn SIMS and other web based applications. * Strong organizational, prioritizing skills, and customer service skills. * Ability to establish excellent rapport with customers, sales representatives, branch management, and other corporate employees using written correspondence, proper phone etiquette, and other effective interpersonal skills. * Experience in 3rd party vendor sites, such as but not limited to: SAP, ADP, Ariba, Oildex or Cortex would be a plus.
