The primary purpose of this position is to serve as the data manager for the Research Department of the Office of Higher Education (OHE) by developing and managing a comprehensive statewide strategy for research and data in postsecondary education to support understanding, policy formation, and evaluation. This position will accomplish that by:
evaluating and improving the use of education data for the purposes of centralized reporting, analysis, performance measurement, planning and policy development,
providing effective recommendations, designing and implementing plans to improve OHE data resources based on the results of research and analysis,
leading the development of research and analysis both internal to the agency and with external groups, the results of which have direct policy implications for OHE and state policy, and
providing leadership and team building.
Duties such as:
1.Serve as the agency's Enrollment and Degrees Conferred databases manager.
2.Complete analysis and reporting using internal and external data.
3.Provide research support.
The incumbent must possess a broad familiarity with research and statistics relevant to higher education and/or workforce policy. The incumbent must possess a Master's degree or higher with 1+ years of experience, or a Bachelor's degree with 3+ years of experience in data and research. The specific knowledge, skills, and abilities include:
General understanding of higher education processes, variables, and data.
Knowledge of database structures, and querying techniques, including data validation and SQL.
Knowledge of research methods, both scientific and quasi-experimental.
Knowledge of statistical analysis techniques, both descriptive and inferential statistics.
Experience with data visualization techniques using R, Excel, Tableau, Power BI, or related packages.
General knowledge of higher education legislation and policy at the federal and state levels.
Experience working with data (ability to source, validate, and interpret information). Must possess an understanding of how various datasets are useful to OHE's clientele.
Must have strong critical reading skills and ability to identify quickly relevant topics and findings.
Capable of developing clear, concise, and analytical conclusions supported through independent research.
Excellent written communication skills, including demonstrated ability to write reports describing or explaining statistical information.
Refined oral communication skills.
Must have analytical mindset and graphical capabilities to represent analysis.
Capable of multitasking and working in a fast-paced environment while maintaining standards of integrity and accuracy of the data, research, and reports.
Demonstrated experience in the analysis of large datasets using SQL, R, SPSS, Excel, Access, Power BI, or other related packages.
Maintain integrity of data and research.
Identify the important higher education topics of focus for research initiatives.
Produce research pieces that include a relevant, logical, and detailed analysis of higher education topics.
Aid in planning, decision-making, and execution of large-scale projects.
Ability to work collaboratively in a team and a problem-solving environment.
Demonstrated ability to read and summarize research.
The incumbent must demonstrate the ability to deal with difficult questions in a variety of potentially sensitive settings.
The incumbent must analyze and solve problems, which may be incomplete, unclear, or difficult to specify.
As such, the incumbent must possess strong problem-solving skills to view data from multiple perspectives and in a variety of combinations.
