STATE PROFILE SUMMARY: Under limited supervision, serves as a lead engineer performing engineering assignments. Provides engineering assistance developing project plans, designs, or traffic engineering studies and other related documents, field experience with traffic signals and ITS hardware, cost estimates and other engineering technical reports for transportation projects. Provides training, support and knowledge sharing to other engineers.

JOB RESPONSIBILITIES:

  • ITS is responsible for the daily management of the ITS Comprehensive Maintenance Contract, which requires the initiation, review, and execution of work orders and task orders.

  • This position will monitor data inputs from NaviGAtor and other traffic operations software packages to determine if the system is performing incorrectly and, if necessary, deploy maintenance forces as needed.

  • This position also provides customer service for ramp meter, variable speed limit sign, and changeable message sign complaints received through 511.

  • This position manages 2 engineers as well as consultants and contractors.

  • This position will serve as an active member of the Configuration Control Board, which is responsible for overseeing changes and modifications to the design, configuration, operation, and maintenance Georgia NaviGAtor System.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.

STATE ENTRY QUALIFICATIONS:

  • Bachelor's degree in civil engineering or civil engineering technology AND Two years of related experience AND A Professional Engineer (PE) License
  • OR Professional Engineer (PE) License and Two years of related experience.

AGENCY SPECIFIC QUALIFCATIONS:

  • Foreign degrees require a completed Equivalency Evaluation by NCEES along with the official transcript

  • Georgia PE license required or the ability to get one within six months of hire date

  • Advanced level experience in applying traffic engineering principles in the area of traffic signal and ITS design.

  • Demonstrated experience in utilizing traffic analysis software.

  • Demonstrates strong problem-solving skills with the ability to develop new insight into situations.

  • Demonstrated ability to make sound, well-informed decisions.

  • Demonstrated ability to apply new knowledge and skills to work to improve efficiency.

  • Demonstrated experience planning, supervising, training and evaluating the work of subordinates and promoting a positive environment.

  • Demonstrated ability to provide effective on-the-job training to staff.

  • Demonstrated excellent oral and written communication skills.

  • Demonstrated ability to work and communicate effectively with staff, managers, and/or local government staff in a professional manner.

  • Ability to present an idea or project in a public meeting format.

  • Demonstrates ability to negotiate with others to find mutually acceptable solutions.

  • Demonstrates an understanding of the department's organizational structure, policies and systems and how to operate effectively within them.

  • Demonstrated ability to adapt quickly to change.

  • Thorough knowledge of traffic analysis software, traffic engineering principles, practices and techniques.

  • Advanced knowledge of design, installation and maintenance specifications.

  • Basic understanding of applicable geometric and trigonometric formulas.

Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee's favor, he or she will be allowed to compete.
