JOB SUMMARY: Under broad supervision, performs engineering work assignments. Provides engineering assistance with plans, designs, costs and the coordination of new transportation construction or maintenance activities.

JOB SPECIFIC DUTIES: Serves as a conceptual design reviewer/coordinator in one of five design teams that are responsible for developing and maintaining GDOT roadway design policies and performing QA reviews. These teams are organized into the following five areas: (1) Policy, Standards, and Roadside Design; (2) Roadway Hydraulics; (3) Roadway Lighting; (4) Water Resources; and (5) Conceptual Design. This position will be assigned to the fifth team listed above and may be asked to support the other teams as needs arise.

Responsible for performing a wide range of services related to conceptual design including the review and coordinating reviews of concept, revised concept, L&D and detour reports. This includes support of project delivery and overall compliance with federal and state regulations/permits. Responsibilities may also include providing instruction, attending concept team meetings and other project meetings, and serving as an SME in support of concept development.

Specific responsibilities may include:

  • Perform and manage reviews of concept, revised concept, detour, and L&D reports.

  • Assist with management of GDOT's conceptual design program, including coordination with other offices and divisions.

  • Attend project meetings including concept team meetings and project meetings to resolve report comments.

  • Maintain up-to-date knowledge of national and state-level best practices. Update GDOT policies and report templates where needed.

  • Provide SME support to PMs, other offices, local governments and consultants.

  • Providing training for Project Development Process (PDP) and Professional Engineer Development Program (PEDP) programs.

  • Prepare concept reports and special conceptual design studies as requested.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include the Entry Qualifications as well as Agency Specific Qualifications.

STATE ENTRY QUALIFICATIONS:

  • Bachelor's degree in civil engineering or civil engineering technology from an ABET accredited college or university AND three years of related experience and an Engineer-in-Training certification OR ten years of related experience.

AGENCY SPECIFIC QUALIFICATIONS:

  • Demonstrated experience in highway/transportation engineering and CADD/MicroStation.

  • Demonstrated knowledge and understanding of the GDOT Design Policy and PDP Manuals.

  • Demonstrated knowledge and understanding of major state and national design guidance publications such as the AASHTO Green book, AASHTO Roadside Design Guide, TRB Highway Capacity Manual, and the AASHTO Highway Safety Manual.

  • Demonstrated experience preparing reports, calculations, and studies associated with highway/transportation projects.

  • Demonstrated ability to solve problems and identify opportunities for innovative solutions that manage and improve effectiveness.

  • Demonstrated experience with implementing Quality Control for engineering reports and plans.

  • Possess strong oral communication skills with the ability to express ideas and facts to groups and individuals.

  • Committed to providing quality customer service.

  • Displays a high level of professional integrity and ethical conduct.

PREFERRED QUALIFICATIONS:

  • Demonstrated advanced knowledge of multiple disciplines within highway/transportation engineering.

  • Demonstrated experience in preparing clear, organized, and concise written technical documentation and correspondence.

  • Demonstrated ability to organize and direct technical work.

  • Demonstrated ability to evaluate new engineering and design techniques and to identify opportunities for implementation.

  • Demonstrated experience developing and conducting design instruction.

  • Demonstrated experience interacting with Department management, public, local, and state government officials.

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee's favor, he or she will be allowed to compete.
