"A skills test and/or quiz to demonstrate or verify the required level of knowledge, skills and abilities will be administered on Tuesday, July 23, 2024 at 9:00 A.M in in the Human Resources Department located on the 2nd floor of the City Services Building at 700 W. 29th St, NLR, AR. An ID and two sharpened #2 pencils are required for testing. Please arrive at least 15 minutes early, and allow approximately two (2) hours for the test. "

Provide business office clerical assistance for Community Planning Department by performing the following duties.

Other duties may be assigned. Regular and predictable attendance and punctuality are essential functions of this position.

Assists Customers: answers telephone for Community Planning; directs calls and inquiries to the proper person or department; greets visitors, assisting or directing to appropriate office or person; takes messages; provides information to the public regarding permit fees, rules, and regulations.                                      

Processes/Maintains Records: utilizes computer programs designed to keep permit and other Planning department records; coordinates with and assists other department users as necessary; maintains current file on contractors; verifies information regarding contractor bonds and licenses; verifies inclusion and approval of plot plans; enters data into computer database.                                                                                                                                      

Prepares documents (Issues Permits): prepares electrical, plumbing, building, signs, banner, and other related permits; prepares monthly permit reports; prepares miscellaneous correspondence.                         

Bookkeeping: collects fees for permits and issues receipts; balances; deposits monies; keeps records of monies collected on the computer; prepares requisitions for utility bills, supplies, travel and workshops for staff, and public notices, etc.; keeps petty cash account and disburses to Community Planning.                                  

Administration duties: attends Board of Adjustment and/or Sign Board meetings; takes notes; transcribes and types minutes; handles mail; coordinates inspections with various inspectors; assists Planning staff with meetings; schedules appointments; keeps records on daily attendance, sick days, and vacation days; posts payroll records to finance.

High school diploma or general education degree (GED); and four years related experience and/or training; or equivalent combination of education and experience.

SUPERVISORY CONTROLS:

The supervisor provides continuing or individual assignments by indicating generally what is to be done, limitations, quality and quantity expected, deadlines, and priority of assignments. The supervisor provides additional, specific instructions for new, difficult, or unusual assignments including suggested work methods or advice on source material available.

The employee uses initiative in carrying out recurring assignments independently without specific instruction, but refers deviations, problems, and unfamiliar situations not covered by instructions to the supervisor for decision or help. The supervisor reviews some of the work, with more review of difficult or unfamiliar assignments.

GUIDELINES:

A number of specific guidelines are available; judgment is used in locating and selecting the most appropriate guidelines; minor deviations can be made in specific cases; significant deviations are referred to the supervisor.
