The City of Seattle is seeking qualified candidates for the position of O365 Developer in Seattle Information Technology's (Seattle IT) Applications Division. Seattle IT provides technology leadership for the City enterprise, developing common standards, architectures, and business solutions; focused on developing scalable, sustainable solutions that enable departments to deliver City services more efficiently and effectively to constituents. Seattle IT harnesses the power of technology and telecommunications to facilitate City government serving Seattle's residents and businesses. Seattle IT is responsible for Citywide technology governance, strategic planning and policy development, and programs that promote technology literacy and public access to government information. This position will continue to support the operationalization of the Office 365 Enterprise Applications (O365EA) team's development needs. With departmental/organizational SharePoint Online (SPO) and Office 365 Application needs increasing in demand, O365 Enterprise Applications requires expertise to support the build out of new solutions and provide operational support, maintenance, enhancement and improvement/correction of existing solutions. This is an opportunity to make a significant impact for the City of Seattle.

Responsible for identifying and recommending solutions to operational problems by implementing new software changes, integration of business processes into existing applications on the Office 365 platform.
Works collaboratively with project managers to provide project support as needed.
Defines project objectives by working closely with and engaging business customers at all levels, up to senior management.
Identifies, recommends, and documents specific business and technology requirements for applications in Office 365
Ensures business goals and strategies are reflected in the recommended solution.
Examines security, privacy and risk issues that are uncovered through research into technical solution possibilities.
Recommends changes to policy to adapt a new or changed process or technology into the organization.
Documents and presents to all levels of management recommended policy changes with defensible language.
Develops software fit/gap analyses, functional specifications, preliminary and detailed business requirements, use cases/user stories, software requirements, and process/work flow diagrams.
Develops solutions on Office 365 applications (SharePoint Online, Office 365 Groups, PowerApps, Flow, etc.), leveraging other Microsoft-based development technologies as needed.
Design, develop, implement and troubleshoot Office 365 solutions.
Consult on design and analyze departmental solutions, including integration of Dynamics 365 with SharePoint Online, PowerBI and/or other Microsoft platforms/tools.
Provide architecture/design(s) for Office 365 solutions.
Define high level and detailed requirements, technical specifications, use cases, and test cases, for large-scale government enterprise application projects.
Managed all phases of application design -- from coding and prototyping through system testing, integration and deployment.
Manage and maintain documentation related to Office 365 solutions.
Work with .Net Developers to analyze solution implementations with the goal of supporting business acquisition ventures and to automate business services workflow.
Evaluate business and reporting requirements. Design custom reports and dashboards.
Help with customer workflow improvements, lowering costs and identifying risk mitigation.
Work with Testers and Power Users to do ongoing modifications.
Engage and work closely with business customers from front-line to mid-level management.
Work with the quality assurance resources to deliver sound test plans and quality results by reviewing process and system changes.
Develop and maintain a thorough knowledge of the business processes and the associated IT systems as informed by business staff.
Build a strong working relationship with application owners, key business stakeholders, and all of the various IT resources to ensure the IT organization is delivering the right services and products required by the business.
Gather and evaluate information from multiple sources for operational planning, requirements gathering, including: interpreting high-level information; abstracting from low-level information to a general understanding; and evaluating user requests to perceive the underlying needs of the business.
Collaborate with developers and subject matter experts on system design and documentation.

Position is covered by a collective bargaining agreement between the City of Seattle and Local 77 IBEW (International Brotherhood of Electrical Workers)
Position is paid hourly and eligible for overtime and/or compensatory time for time worked over 40 hours in a workweek
Employment contingent upon successful completion of comprehensive criminal background investigation in compliance with Seattle's Fair Change Employment Ordinance SMC 14.17
